The Department of Public Works thanks you for your support of Article
\n46 at the May 2011 Annual Town Meeting. This article authorized the
\nborrowing of $8.5 million for the repair of a number of roads in the
\ntown, subject to a Proposition 2 \u00bd debt exclusion override vote at
\nthe Annual Town Election to be held Saturday, May 7, 2011 at Hanover
\nHigh School. These repairs include improvements to the roadways,
\ndrainage, curbing, and sidewalks where appropriate. <\/p>\n
The preliminary list of streets are those that in the opinion of
\nHanover DPW managers are showing signs of moderate or severe distress.
\nThe DPW staff is in the process of reviewing the condition of all
\nstreets in town after a hard winter. We expect that additional streets
\nthat were marginal last fall may be added to the list as we finalize
\nour plans and cost estimates. The preliminary list of streets is as

The planned work will improve 17.1 miles of roads which is 19.7% of
\nthe town\u2019s total road inventory. It will also improve curbing and
\nsidewalks along these streets where necessary. There are 757 houses on
\nthe streets on the preliminary list, 812 driveway approaches, and 574
\ndrainage structures.<\/p>\n
Our preliminary plan is to perform the authorized repairs over a
\nperiod of four years. The reason we have chosen a four year period is
\nthat we need to give time for various utilities to perform planned
\nrepairs to their systems to minimize future damage to the street
\nsurfaces. In addition, the repairs to streets with severe curbing and
\nsidewalk problems and many drainage structures will take longer to
\nplan and execute. If the override passes, it is our goal to expedite
\nthe repairs as best we can. We will begin work this summer. <\/p>\n
The Town receives an estimated $450,000-$500,000 in state aid (Chapter
\n90) annually, but this is inadequate to meet all of the pending needs.
\nTown Meeting Article 46 and the corresponding debt exclusion override
\nwere offered for your consideration as a means of correcting the
\ncurrent backlog of repair needs. If your street is not on the
\npreliminary list, it does not mean that your street won\u2019t see an
\nimprovement in the coming years. Should the override pass, state aid
\nwill be used to address additional roads and sidewalks, hopefully
\nbefore they develop serious problems requiring costly repairs. If the
\noverride fails, the state aid will shift to solving the worst
\nproblems. At the current funding level, it will take 17 years to
\nperform the same amount of work planned by this override. <\/p>\n
The DPW appreciates the ongoing support we have received over the
\nyears by you, the residents. It is our goal to deliver services as
\neffectively as possible, to maintain the investment you have made in
\nthe infrastructure, to quickly respond to emergencies as they come up,
\nand to improve the overall quality of life in the community. We
