Dear fellow Hanoverians:
\nThe following information was submitted by \u201cHanover Students
\nFirst\u201d, sponsors of a petition article on the Special Town Meeting
\nwarrant: <\/p>\n
\u201cOver the last four years, a total of 44 teachers have been cut and
\nmany programs eliminated. Therefore, we prepared a Special Town
\nMeeting Article that would hire an independent consultant to conduct
\nan operational management school efficiency study in order to evaluate
\nand identify inefficiencies in school operations and finances to
\ninclude the town. <\/p>\n
Please note this is not just a financial audit, which both the town
\nand schools do annually. This is an independent evaluation by an
\nexpert in both town government and school systems. <\/p>\n
Please review the follow motion that will be recommended by the
\nAdvisory Board.<\/p>\n
\u2018We move that the Town vote to hire an independent consultant to
\nconduct an operational management school efficiency study in order to
\nevaluate and identify inefficiencies in school operations and finances
\nand to include the Town as it relates to the schools and that to fund
\nsaid consultant, transfer $40,000 from the FY 12 Snow and Ice Account.<\/p>\n
To enable this process, a School Oversight Management Committee will
\nbe established. This Committee will consist of five members,
\nincluding: One (1) member of the School committee as designated by the
\ncommittee, One (1) member of the Board of Selectmen as designated by
\nthe Board, One (1) member of the Advisory Committee as designated by
\nthe committee, and two (2) members of the general public to be
\nappointed by the Town Moderator. If any of these committees fail to
\nmake said appointment to the School Oversight Management Committee
\nwithin 25 days of the vote of this Town Meeting, then the Town
\nModerator will make said appointment from the appropriate committee to
\nfill such vacancy. The purpose of this committee will be to identify
\nspecific goals, objectives, deliverables and timeline to be
\nincorporated into a formal Request for Proposals in order to fulfill
\nall procurement requirements. The committee will review the proposals
\nand make a recommendation to the Town Manager as the Chief Procurement
\nOfficer. The Town Manager will award the contract as provided for
\nunder the Town Manager Act. The Committee will also assist the
\nconsultant with information in order to facilitate the study. The
\nprocess for this study will begin immediately upon approval with an
\ninterim report provided to the committee and Town Clerk after 6 months
\nand a formal report submitted to the 2013 Town Meeting.\u2019
