Dear fellow Hanoverians:
\nTown Meeting adjourned for the night this evening (Monday) after
\nconsidering all 12 of the Articles and dissolving the Special Town
\nMeeting and debating 33 of the 43 Articles on the Annual Town Meeting
\nWarrant.
\nOf particular note in the Special Town Meeting was the late decision
\nof the Advisory Committee to change its recommendations on several of
\narticles as a result of a review of a 2010 capital planning study. The
\nAdvisory Committee noted that the Town spent $120,000 to map out and
\nprioritize the town\u2019s capital needs just a few years ago and that
\nsaid study should be used as the roadmap for future capital
\nexpenditures. As a result, hundreds of thousands of dollars were not
\nspent this fiscal year on items like generators.
\nDuring the Annual Town Meeting, debate turned lively over the issue of
\n\u201cchecks and balances\u201d and some of the changes to town government
\nthat have occurred since the adoption of the Town Manager Act. A
\nprocedural move to advance a related article failed, but that debate
\nwill surely continue Tuesday night when Article 43 is finally
\nconsidered. In other business, the Planning Board regrettably had to
\nrefer its article regarding the Interchange District back for further
\nstudy, but the town meeting accepted their motion regarding \u201cFamily
\nAccessory Dwelling Units\u201d. Another hot topic was the discussion
\nregarding the care and control of the former Curtis School site. Town
\nMeeting voted to transfer the management of the site, which includes
\nthe Amos Gallant ball field, from the Board of Selectmen to the Parks
\nand Recreation Committee.
\nTown Meeting will re-convene at 7:30 p.m. on Tuesday, May 7 at the
\nHanover High School\u2019s Robert J. Nyman Auditorium. See you there!<\/p>\n
