When the ballot machine results were tallied<br \/>\nTuesday night, Rhonda Nyman had 3037 votes and David DeCoste had 3014 votes<br \/>\nin Hanover.  According to on-line reports from the Hanover Mariner, when<br \/>\nresults from Rockland and Norwell were added to this tally, DeCoste was up<br \/>\nby 59 votes at the end of the night across the three towns.<br \/>\nHand-counted, Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA),<br \/>\nand Federal Write-in Absentee Ballot (FWAB), and possible provisional<br \/>\nballots are not included in those results.  In Hanover, the 17 hand-counted<br \/>\nballots yielded 11 additional votes for Nyman and 6 additional votes for<br \/>\nDeCoste.  There are a total of 4 UOCAVA and FWAB ballots in Hanover that by<br \/>\nstatute cannot be counted until after 5:00 p.m. on November 14th.  There<br \/>\nare also 26 possible provisional ballots in Hanover.  Rockland and Norwell<br \/>\nnumbers are not included in this information, but both towns continued to<br \/>\ncount ballots this past week.  Updates are surely available from on-line<br \/>\nmedia reports.<br \/>\nProvisional ballots are issued for two possible reasons, and in Hanover,<br \/>\nall of provisional ballots were issued because a voter appeared at the<br \/>\npolls and did not appear on the voting lists.  The other reason why a<br \/>\nprovisional ballot would have been issued \u2013 an ID was required but the<br \/>\nvoter did not have one \u2013 did not occur on Tuesday in Hanover.<br \/>\nThe Registrars of Voters, the Assistant Town Clerk and I continue to<br \/>\nresearch the statewide voter registration history of all 26 of the possible<br \/>\nprovisional voters.  It is quite an exhaustive process.  These<br \/>\ndeterminations must be completed by November 16th, and reported to the<br \/>\nstate by November 19th.  We plan to make a final determination regarding<br \/>\nwhether some or perhaps even all of the 26 ballots in Hanover can be<br \/>\ncounted on Thursday, November 13th.<br \/>\nFinally, a representative from the Nyman campaign inquired about recount<br \/>\npetitions on Friday, November 7th in my office.  While we had petition<br \/>\nforms for a town-wide or individual precinct recounts, the campaign was<br \/>\ninterested in receiving district-wide petition forms, which are available<br \/>\nfrom the Secretary of State\u2019s Elections Division.
