{"id":234,"date":"2009-02-04T00:11:35","date_gmt":"2009-02-03T19:11:35","guid":{"rendered":"http:\/\/atotw.com\/archive\/?p=234"},"modified":"2009-02-04T00:11:35","modified_gmt":"2009-02-03T19:11:35","slug":"hanovers-trash","status":"publish","type":"post","link":"https:\/\/atotw.com\/archive\/?p=234","title":{"rendered":"Hanover&#8217;s trash"},"content":{"rendered":"<div class=\"3DSection1\">\n<p class=\"3DMsoNormal\">Dear fellow Hanoverians:<\/p>\n<p class=\"3DMsoNormal\">&nbsp;<\/p>\n<p class=\"3DMsoNormal\">If you have been reading &#8220;Around Town on the<br \/>\nWeb&#8221; this week, you will have certainly noticed a great emphasis  on<br \/>\nenergy conservation measures, organizations and programs.&nbsp; All good<br \/>\nnews!&nbsp; A few months back I was asked some questions about  Hanover&#8217;s<br \/>\ntransfer station, some of which I could answer, and some of which I  could<br \/>\nnot.&nbsp; In keeping with this week&#8217;s &#8220;ATOTW&#8221; theme,  I offer<br \/>\nthe following information with great thanks to Victor Diniak, the<br \/>\nSuperintendent of the Department of Public Works for the Town of  Hanover.<\/p>\n<p class=\"3DMsoNormal\">&nbsp;<\/p>\n<p class=\"3DMsoPlainText\"><span>As<br \/>\nyou probably know, residents of the Town of Hanover are allowed access  to the<br \/>\ntown&#8217;s transfer station simply because we pay our taxes.&nbsp;  There are<br \/>\nno additional &#8220;sticker fees&#8221; or &#8220;pay as you  throw&#8221; bags<br \/>\nfor residents as there are in some other area towns.&nbsp; This  year&#8217;s<br \/>\nbudgeted expenses alone (not salaries) for the transfer station are<br \/>\n$926,030.&nbsp; At $103 per ton, that&#8217;s a lot of trash!&nbsp; The  DPW<br \/>\nbudgeted for and purchased recycling bins this year for residents in an  effort<br \/>\nto divert more recyclables out of &#8220;the pit&#8221;.&nbsp; As Victor  said,<br \/>\n&#8220;My hope is to increase our recycling numbers over time. We feel  there is<br \/>\nquite a bit of paper, glass, and cans that are being thrown away into  the main<br \/>\npit. That was why we purchased the first batch of recycle bins &#8211; we were  hoping<br \/>\nit would make it easier for people to separate their recyclables. I  would like<br \/>\nto continue to purchase and distribute bins, but we will have to wait  and see<br \/>\nwhether the Town&#8217;s finances can support this  activity.&#8221;<\/span><\/p>\n<p class=\"3DMsoPlainText\"><span>&nbsp; <\/span><\/p>\n<p class=\"3DMsoPlainText\"><span>The<br \/>\ntrash that ends up in the main pit is currently transported to SEMASS,  where it<br \/>\nis converted to electricity.&nbsp; There is an interesting video located  at<\/span><\/p>\n<p class=\"3DMsoPlainText\"><span>http:\/\/www.energyanswers.com\/development\/Proven_Experience_-_SEMASS\/<br \/>\nthat describes this process.&nbsp; The DPW is currently negotiating  contracts<br \/>\nwith disposal firms for the next fiscal year in an effort to generate  some<br \/>\ncompetitive bidding.&nbsp; In addition to the $103 per ton, there are<br \/>\nconsiderable transportation expenses associated with just getting it<br \/>\nthere.&nbsp; In Victor&#8217;s words, &#8220;<\/span><span>We are also being proactive to control our<br \/>\ntransportation costs. You have probably seen the green trailers at the  station.<br \/>\nThe town recently purchased these with the hope that by owning the  trailers we<br \/>\ncould open up the transportation contract to competitive bidding and  hopefully<br \/>\nsave on the haul costs. I am just waiting for some permits from Mass  Highway<br \/>\nbefore we put these trailers into service.
