You can<br \/>\nsee that there will be some hot topics at next Monday&#8217;s hearing.as well as<br \/>\nat the May Town Meeting!<\/p>\n<p>PLANNING BOARD<\/p>\n<p>NOTICE OF PUBLIC HEARING<\/p>\n<p>Notice is hereby given pursuant to Massachusetts General Laws Chapter 40A,<br \/>\nSection 5 (The Zoning Act), that the Planning Board of the Town of Hanover<br \/>\nwill hold a Public Hearing on Monday, March 9, 2009 at 7:00 p.m. in the<br \/>\nfirst floor hearing room of the Town Hall, 550 Hanover Street, Hanover, MA.<\/p>\n<p>The purpose of the Public Hearing is to hear testimony and comment from<br \/>\ninterested persons relative to proposed amendments and additions to the<br \/>\nZoning Bylaw and General Bylaws for the Town of Hanover, said amendments<br \/>\nhaving been included as Articles on the Warrant for consideration and action<br \/>\nat the Annual Town Meeting to be convened at the Hanover High School on<br \/>\nMonday, May 4, 2009. After the Public Hearing the Board will, as required<br \/>\nby law, vote its recommendations on the proposed articles and report them to<br \/>\nthe Town Meeting.<\/p>\n<p>There are ten (10) Articles proposing amendments to the Zoning Bylaw and<br \/>\nrelated General Bylaws for the Town which pertain to zoning and planning. A<br \/>\nsummary of the proposed Articles is provided below. Copies of the text of<br \/>\nsuch Articles and maps thereof are available for review by interested<br \/>\nparties in the Offices of the Town Clerk and of the Planning Board (550<br \/>\nHanover Street, Hanover, MA 02339) during regular business hours, 8AM to<br \/>\n4PM, Monday through Friday. The Article items appearing below may not be<br \/>\nthe same as those on the final Warrant for the Annual Town Meeting, and are<br \/>\ninserted herein for convenience and discussion purposes only.<\/p>\n<p>Summary of Proposed Zoning Articles:<\/p>\n<p>Article A: This Article, submitted by Petition, would amend the<br \/>\nZoning Bylaws of the Town, by changing photocopying, hairdressing and beauty<br \/>\nshops from uses which are currently prohibited within the Town&#8217;s Aquifer<br \/>\nProtection Zone to uses which are permitted, subject to a issuance of a<br \/>\nSpecial Permit from the Planning Board.<\/p>\n<p>Article B: This Article, submitted by the Planning Board, would amend<br \/>\nthe Zoning Bylaws of the Town, by decreasing the amount of parking spaces<br \/>\nrequired based on retail space within the Planned Shopping Center District,<br \/>\nwhere the Hanover Mall is located. The proposed change would allow the<br \/>\nconversion of excess parking lot areas into useable building space.<\/p>\n<p>Article C: This Article, submitted by the Planning Board, would amend<br \/>\nthe Zoning Bylaws of the Town, by requiring a Special Permit to operate a<br \/>\nBody Art or Tattoo Establishment, and by requiring such uses to be located<br \/>\nwithin the existing Adult Use Zoning District.<\/p>\n<p>Article D: This Article, submitted by the Planning Board, would amend<br \/>\nthe Zoning Bylaws of the Town, by requiring a Special Permit and Site Plan<br \/>\nApproval to construct and operate a Wind Turbine in the Town in any Zoning<br \/>\nDistrict. Currently no regulations are in place for Wind Turbine uses.<\/p>\n<p>Article E: This Article, submitted by the Planning Board, would amend<br \/>\nthe Zoning Bylaws of the Town, by allowing Assisted Living Facilities within<br \/>\nthe Planned Shopping Center District, where the Hanover Mall is located,<br \/>\nsubject to issuance of a Special Permit from the Planning Board.<\/p>\n<p>Article F: This Article, submitted by the Planning Board, would amend<br \/>\nthe Zoning Bylaws of the Town, by allowing wetland resource and riverfront<br \/>\narea in the calculation of dimensional regulations within the Planned<br \/>\nShopping Center District.<\/p>\n<p>Article G: This Article, submitted by Petition, would amend the<br \/>\nZoning Bylaws of the Town, consistent with Chapter 169 of the Acts of 2008<br \/>\n(An Act Relative to Green Communities) to provide for the as-of-right siting<br \/>\nof renewable or alternative energy research and development facilities, and<br \/>\nrenewable or alternative energy manufacturing facilities within the<br \/>\nindustrially zoned Fireworks District, subject to Site Plan Approval by the<br \/>\nPlanning Board.<\/p>\n<p>Article H: This Article, submitted by Petition, would amend the Zoning<br \/>\nBylaws and Zoning Map of the Town, by changing the Zoning Designation of the<br \/>\nwesterly portion of parcel 48-006 (596 Washington Street) from Residence A<br \/>\nDistrict to Commercial District, so that the entire parcel shall be zoned<br \/>\nCommercial District.<\/p>\n<p>Article I: This Article, submitted by The Board of Selectmen would<br \/>\namend the Zoning Bylaws of the Town, to require that the setback for all<br \/>\nfences and corrals meant for animal and livestock containment meet the<br \/>\nfront, side and rear setback requirements for structures under the Zoning<br \/>\nBylaw.<\/p>\n<p>Summary of Proposed Non-Zoning Articles:<\/p>\n<p>Article Z: This Article, submitted by the Planning Board, would<br \/>\nincrease certain fees for applications made to the Planning Board, pursuant<br \/>\nto Article 6-18 of the Hanover General Bylaws, as amended at the May 2008<br \/>\nAnnual Town Meeting, which requires Town Meeting approval for fee increases.<\/p>\n<p>HANOVER PLANNING BOARD<\/p>\n<p>Richard Deluca, Chairman<\/p>\n<p>Gary Hendershot, Clerk<\/p>\n<p>For &#8220;Around Town on the Web&#8221;,<\/p>\n<p>Cathy H-B<\/p>\n<p>&#8220;Around Town on the Web&#8221; is a community service that has been provided to<br \/>\nself-selected residents of the Town of Hanover since the spring of 2004.
