There are five contested races on May 6th, and all<br \/>\nof the candidates have been invited to submit the following information, as<br \/>\nit was submitted to the Hanover Women&#8217;s Club, Juniors, for their<br \/>\nCandidate&#8217;s Night.  The information you receive ATOTW will be exactly as it<br \/>\nwas submitted by the candidate.<\/p>\n<p>Candidate Information Sheet<\/p>\n<p>Name: \t\t\tEmmanuel Dockter<br \/>\nOffice Seeking: \tBoard of Selectmen<br \/>\nAddress: \t\t27 Stone Meadow Lane<br \/>\nTelephone Number: \t443-417-6892 (cell)<br \/>\nLength of Residency: \tFive years<\/p>\n<p>Please list relevant experience (education, vocation, etc.) you feel will<br \/>\nbe useful in the office you are seeking.<br \/>\nI am a veteran of the U.S. Marine Corps where I learned thoughtful<br \/>\nleadership and a strong work ethic. In the infantry and security forces I<br \/>\nwas responsible for supervising over a hundred personnel and for<br \/>\nmaintaining the security of our nation\u2019s strategic weapons.<br \/>\nAfter the Marines, I worked for the U.S. Military Sealift Command in Italy<br \/>\nwhere I learned efficient process development. I assisted in the<br \/>\ndevelopment of deployment plans for our military personnel and assets<br \/>\naround the world. I also completed my bachelor\u2019s degree in computer<br \/>\nscience and directly applied these skills to my job. I engineered<br \/>\nintegrated information technology and process-based solutions as well as<br \/>\nredesigned business processes for efficiency by implementing cross-system<br \/>\nintegration and automation.<br \/>\nI attended law school at Boston University and have my own practice.<br \/>\nWorking directly with clients has helped me to develop problem solving and<br \/>\ninterpersonal skills. I have learned that not all problems require<br \/>\naggressive advocacy. Many disagreements can be solved through thoughtful<br \/>\ndiscussions and finding common ground.<br \/>\nSince moving to town I have volunteered as the vice-chair of the Advisory<br \/>\nCommittee and as the chair of the Master Plan Committee. This experience<br \/>\nhas provided me with a better understanding of the Town finances, budget<br \/>\nprocess, and overall town planning.<\/p>\n<p>What are the major issues confronting the town which involve your office?<br \/>\nPlease express your opinion on these issues and how you propose to deal<br \/>\nwith them.<br \/>\nThe revitalization of Route 53, and especially the Mall, is key to the<br \/>\nTown\u2019s future and any hope of easing the residential tax burden. The<br \/>\nBoard of Selectmen will be intricate in the negotiation of the Tax<br \/>\nIncrement Financing agreement with the Mall. It is important that we<br \/>\naddress the negotiations with the Mall in a thoughtful and financially<br \/>\nresponsible manner. My financial experience on the Advisory Committee and<br \/>\nnegotiation experience as an attorney will help me in these efforts.<br \/>\nMany residents perceive a challenge in Town with open communication and<br \/>\ntransparency. The Board of Selectmen are the primary policy-making body in<br \/>\nTown and should focus their efforts on making it easier for residents to<br \/>\nstay informed and get involved. My legal experience will help me to draft<br \/>\nand evaluate formal policies and my technology background will help me to<br \/>\ndevelop creative communication solutions.<br \/>\nIt is essential that we develop a comprehensive long-term plan for Town<br \/>\nfacilities, buildings, resources, and development. Presenting last-minute<br \/>\nplans without sufficient forethought or resident input causes turmoil<br \/>\nthroughout Town. Two such examples are the recent suggestions to re-zone<br \/>\nthe St. Mary\u2019s property as commercial and combine the Town Planner and<br \/>\nConservator Agent positions. I am working as the chair of the Master Plan<br \/>\nCommittee to develop a thoughtful plan and will bring this experience to<br \/>\nthe Board of Selectmen to ensure that all suggestions are properly<br \/>\nconsidered through the appropriate volunteer committees.<\/p>\n<p>Why are you running for this office?<br \/>\nSince moving to Hanover, my wife Heidi and I have fallen in love with<br \/>\ncommunity and have made many great friendships. We are proud to call<br \/>\nHanover our home. My main reasons for volunteering to help in Town are my<br \/>\nfour-year-old daughter Abby, two-year-old son Henry, and third child on the<br \/>\nway.
