It is a busy time of the year, so<br \/>\nI would not be surprised.  :)  On Monday, December 18th, at 7:00 p.m. there<br \/>\nwill be a Special Town Meeting at Hanover High School Auditorium.  Please<br \/>\njoin us as this is an important issue for the town.<\/p>\n<p>Last November, we were the second highest &#8220;no&#8221; vote total in the<br \/>\nCommonwealth regarding the legalization of recreational marijuana.  By a<br \/>\nvote of 58% to 42%, we voted against the measure.  As you surely know,<br \/>\nhowever, the ballot question won state-wide, and recreational marijuana is<br \/>\ncoming to Massachusetts next year.<\/p>\n<p>Cities and towns that voted against recreational marijuana, like Hanover,<br \/>\nnow can choose whether or not to allow recreational marijuana sales within<br \/>\ntheir borders.<\/p>\n<p>There are two questions on the warrant next Monday, as follows:<\/p>\n<p>ARTICLE 1.  PROHIBITION ON MARIJUANA ESTABLISHMENTS \u2013 ZONING BYLAWS<br \/>\nIn accordance with Massachusetts General Laws Chapter 94G, Section 3(a)(2),<br \/>\nall types of marijuana establishments, as defined in Massachusetts General<br \/>\nLaws Chapter 94G, Section 1 and as may otherwise be defined by<br \/>\nMassachusetts law or regulation, to include, without limitation, all<br \/>\nmarijuana cultivators, marijuana testing facilities, marijuana product<br \/>\nmanufacturers, marijuana retailers, on-site consumption of marijuana at a<br \/>\nmarijuana retailer location, any other types of licensed marijuana-related<br \/>\nbusinesses, and the conducting of any such activity for commercial purposes<br \/>\nby whichever name used, shall be prohibited within the Town of Hanover.<br \/>\nThis prohibition shall not be construed to affect the medical use of<br \/>\nmarijuana as expressly authorized by the provisions of Chapter 369 of the<br \/>\nActs of 2012 and 105 CMR 725.000, as may be amended from time to time, or<br \/>\ntake any other action relative thereto.<\/p>\n<p>As of this writing (Saturday morning), the motion on this article will be:<\/p>\n<p>We move that the Town of Hanover amend the Town of Hanover Zoning Bylaws to<br \/>\ninclude the following as: <\/p>\n<p>Section 6.16.0 &#8211; PROHIBITION ON MARIJUANA ESTABLISHMENTS.  <\/p>\n<p>In accordance with Massachusetts General Laws Chapter 94G, Section 3(a)(2),<br \/>\nall types of marijuana establishments, as defined in Massachusetts General<br \/>\nLaws Chapter 94G, Section 1 and as may otherwise be defined by<br \/>\nMassachusetts law or regulation, to include, without limitation, all<br \/>\nmarijuana cultivators, marijuana testing facilities, marijuana product<br \/>\nmanufacturers, marijuana retailers, on-site consumption of marijuana at a<br \/>\nmarijuana retailer location, any other types of licensed marijuana-related<br \/>\nbusinesses, and the conducting of any such activity for commercial purposes<br \/>\nby whichever name used, shall be prohibited within the Town of Hanover.<br \/>\nThis prohibition shall not be construed to affect the medical use of<br \/>\nmarijuana as expressly authorized by the provisions of Chapter 369 of the<br \/>\nActs of 2012 and 105 CMR 725.000, as may be amended from time to time.<\/p>\n<p>ARTICLE 2. In order for<br \/>\nthe General By-Law Article to pass, it needs a simple majority.  Given our<br \/>\nvote in November 2016 (of 58% against and 42% in favor), that makes turnout<br \/>\non Monday a very important issue!
