Delaney<br \/>\nOffice Seeking:\t\t\tBoard of Selectmen<br \/>\nAddress:\t\t\t\t78 Washington St.<br \/>\n\t\t\t\tHanover, MA 02339<br \/>\nTelephone Number:\t\t(781) 385-9447<br \/>\nLength of Residency:\t\t46 Years<br \/>\nRelevant Experience:<br \/>\nBoston College High School \u2013 1987,  \tBoston College B.A. Economics \u2013<br \/>\n1991, \t Marquette University Law School, J.D. 1994<br \/>\nMember of Mass Bar 1995-Present,   \tMassachusetts Notary 1995-Present,\tMass<br \/>\nLicensed RE Broker 1995-Present<br \/>\nHanover ZBA Member 2003-2016,\tHanover BOA Member 2015-Present, \tHanover BOS<br \/>\n2015-Present (Chairman 2018, 2021)<br \/>\nMy family and I have owned and operated Automobile Dealerships in Hanover<br \/>\nfrom 1989-Present.<br \/>\nIssues Confronting the Town of Hanover:<br \/>\nI have been a member of the Board of Selectmen since 2015.  Throughout my<br \/>\ntenure the Board has faced many challenges, obstacles, and policy<br \/>\ndecisions.  At present, one of the biggest challenges that the Town will<br \/>\nface is the future budget impact of the Covid pandemic.  This pandemic will<br \/>\naffect the tax base in many ways.  This will include a falling business tax<br \/>\nbase (as long-established businesses have been forced to close over the<br \/>\npast 12-14 months), and a residential tax base impact as residents face job<br \/>\nloss and layoffs and may struggle to keep up with their tax bills.  My<br \/>\nexperience on the Board has taught me many things about the inner-workings<br \/>\nof a municipality, the importance of a proper balance between residential<br \/>\nand corporate tax base, and much about what it takes to run a Town of<br \/>\nHanover\u2019s size smoothly and efficiently, while faced with constant and<br \/>\nunexpected hurdles.  Moving forward, the Board of Selectmen will continue<br \/>\nto work on such important issues as the following:<br \/>\n1.\tOverseeing the continued cleanup of the Fireworks District,<br \/>\n2.\tAssisting in the continued development of the Hanover Crossing and other<br \/>\ncommercial developments, which will benefit the residents of Hanover and<br \/>\nhelp to grow the Town\u2019s tax base.  I look forward to playing a role in<br \/>\nhelping the Hanover Crossing project come to fruition for the benefit of<br \/>\nthe residents, and for the vast benefit it will provide to the tax base.<br \/>\nManaging our commercial tax base wisely is critical to keeping residents\u2019<br \/>\ntax bills affordable.<br \/>\n3.\tThe ongoing maintenance and improvement of the Town\u2019s aging<br \/>\ninfrastructure.  This would include the ongoing improvements to the water<br \/>\ndepartment (water treatment, mains, wells, etc.), and existing town-owned<br \/>\nbuildings, parks, and recreation areas (both old and new).<br \/>\n4.\tEnsuring the continued performance and services of our Schools, DPW, and<br \/>\nPublic Safety Departments.  Hanover\u2019s services in these areas are second<br \/>\nto none, and we will need to work to maintain this high standard.<br \/>\nWhy am I running?  The issues outlined above are but a sample of those to<br \/>\nbe faced by the next Board of Selectmen.  The major responsibilities of the<br \/>\nBoard are policy-making and licensing.  The role involves helping to make<br \/>\ncritical decisions regarding the growth, development, and financial health<br \/>\nof Hanover.  I best serve the Town with my ability to quickly assess<br \/>\nproblems and issues, combined with an ability to make logical decisions in<br \/>\nthe best interest of the Town and its taxpayers. I enjoy acting as a<br \/>\nconduit between the Town and its residents, businesses, employees, and<br \/>\nother boards and committee members.  I make myself available to those in<br \/>\nneed, and I do my most effective work helping others behind the scenes and<br \/>\noutside of the meeting agendas.  I believe in letting Town employees do<br \/>\ntheir jobs without interference, and that the Board should be there to<br \/>\nassist and make quick and sound decisions in times of need.  The many<br \/>\nissues and challenges to be faced by the Board of Selectmen are too<br \/>\nnumerous to outline here.  During challenging times, we need Board members<br \/>\nwho can think quickly, problem solve, make cooperative decisions, and help<br \/>\nin many ways that one would only realize with experience in the role.  My<br \/>\neducational and business background, my experience on the Zoning Board of<br \/>\nAppeals, the Board of Assessors, and on the Board of Selectmen bring great<br \/>\nvalue to this Board moving forward with the challenges Hanover will be<br \/>\nfacing.
