{"id":4232,"date":"2024-01-08T21:00:28","date_gmt":"2024-01-09T01:00:28","guid":{"rendered":"https:\/\/atotw.com\/archive\/?p=4232"},"modified":"2024-01-08T21:00:28","modified_gmt":"2024-01-09T01:00:28","slug":"fireworks-site-listed-as-a-superfund-site","status":"publish","type":"post","link":"https:\/\/atotw.com\/archive\/?p=4232","title":{"rendered":"Fireworks site listed as a Superfund site?"},"content":{"rendered":"<p>Dear fellow Hanoverians:<\/p>\n<p>The Town of Hanover will hold a meeting regarding the Former National<br \/>\nFireworks Site on Thursday, January 11, 2024, at 7:00 pm, virtually and in<br \/>\nperson at Hanover High School, 287 Cedar Street. The agenda covers the<br \/>\nexisting status and the possible designation of the Former National<br \/>\nFireworks Site as a Superfund Site.<\/p>\n<p>The (former) National Fireworks site was used for research, development,<br \/>\nmanufacturing and testing of munitions and pyrotechnics for the U.S.<br \/>\ngovernment, as well as commercial manufacturing of civilian fireworks and<br \/>\nother non-munitions related manufacturing. Mercury, lead, organic solvents,<br \/>\npropellants and explosives were used in the manufacturing operations and<br \/>\nhave contaminated the site. <\/p>\n<p>Clean-up activities since 2015 have been funded by the Tronox Incorporated<br \/>\nExpendable Trust, which was established as part of a bankruptcy settlement<br \/>\nwith a Potentially Responsible Party (approximately $74 million).  Until<br \/>\nrecently, the Town of Hanover was hopeful that the Mass. Attorney<br \/>\nGeneral\u2019s Office would be able to successfully negotiate a settlement<br \/>\nwith the Potentially Responsible Parties \u2013 namely the Department of<br \/>\nDefense, MIT, and National Coatings Inc. \u2013 to secure funds required to<br \/>\nfully clean the site.  However, it is the Town\u2019s understanding that those<br \/>\nnegotiations, which the Town was not a party to, were unsuccessful.<br \/>\nTherefore, as of today, sufficient funding is not available to complete the<br \/>\nclean-up activities to the extent required under Massachusetts\u2019 waste<br \/>\nsite cleanup regulations. MassDEP estimates that significant additional<br \/>\nfunding, in excess of funding available in the Tronox Incorporated<br \/>\nExpendable Trust, will be required to complete the necessary environmental<br \/>\ncleanup. <\/p>\n<p>Due to additional funding needed to complete the cleanup of the Site,<br \/>\nMassDEP has requested that the United States Environmental Protection<br \/>\nAgency (EPA) become involved with the<br \/>\nsite.
