The Town of Hanover will hold a meeting regarding the Former National
\nFireworks Site on Thursday, January 11, 2024, at 7:00 pm, virtually and in
\nperson at Hanover High School, 287 Cedar Street. The agenda covers the
\nexisting status and the possible designation of the Former National
\nFireworks Site as a Superfund Site.<\/p>\n
The (former) National Fireworks site was used for research, development,
\nmanufacturing and testing of munitions and pyrotechnics for the U.S.
\ngovernment, as well as commercial manufacturing of civilian fireworks and
\nother non-munitions related manufacturing. Mercury, lead, organic solvents,
\npropellants and explosives were used in the manufacturing operations and
\nhave contaminated the site. <\/p>\n
Clean-up activities since 2015 have been funded by the Tronox Incorporated
\nExpendable Trust, which was established as part of a bankruptcy settlement
\nwith a Potentially Responsible Party (approximately $74 million). Until
\nrecently, the Town of Hanover was hopeful that the Mass. Attorney
\nGeneral\u2019s Office would be able to successfully negotiate a settlement
\nwith the Potentially Responsible Parties \u2013 namely the Department of
\nDefense, MIT, and National Coatings Inc. \u2013 to secure funds required to
\nfully clean the site. However, it is the Town\u2019s understanding that those
\nnegotiations, which the Town was not a party to, were unsuccessful.
\nTherefore, as of today, sufficient funding is not available to complete the
\nclean-up activities to the extent required under Massachusetts\u2019 waste
\nsite cleanup regulations. MassDEP estimates that significant additional
\nfunding, in excess of funding available in the Tronox Incorporated
\nExpendable Trust, will be required to complete the necessary environmental
\ncleanup. <\/p>\n
Due to additional funding needed to complete the cleanup of the Site,
\nMassDEP has requested that the United States Environmental Protection
\nAgency (EPA) become involved with the
\nsite. EPA has additional funding resources to address hazardous waste sites
\nunder the Comprehensive Environmental Response, Compensation, and Liability
\nAct (CERCLA) once a site is added to the Superfund National Priorities List
\n(NPL). <\/p>\n
Meeting participants on January 11th will include the Town of Hanover, U.S.
\nEnvironmental Protection Agency, Massachusetts Department of Environmental
\nProtection, and the Massachusetts Attorney General’s Office.
\nThe Town of Hanover strongly encourages all residents and interested
