Thank you to the Hanover Women\u2019s Club and all of you on \u201cZoom\u201d for
\nyour consideration of my run for the Hanover Board of Assessors.<\/p>\n
What are the major issues confronting the town which involve your office?
\nPlease express your opinion on these issues and how you propose to deal
\nwith them.<\/p>\n
Navigating commercial and residential tax rates that are affordable for
\nresidents of all ages, and supportive of reasonable commercial and
\nresidential development, are major challenges facing our town. I would
\nappreciate the opportunity to work closely with the present board of
\nassessors, Director Elaine Boidi, and fellow Hanover neighbors to
\ncontribute towards those efforts.
\nThe board of assessors works closely with the town assessor who is
\nqualified to determine that assessments reflect state requirements. She
\nhires assessors who evaluate and report property information. She reports
\ninformation to the state. All of our assessments eventually translate into
\npaying our fair share for services and infrastructure. We vote to raise and
\nappropriate monies at town meeting yearly, not to exceed 2 \u00bd percent of
\nour present tax levy unless we vote to override that amount at town
\nmeeting. <\/p>\n
What does the board do? The Hanover Board of Assessors meets monthly with
\nDirector, Elaine Boidi regarding resident inquiries, applications for
\nabatements, exemptions, and any agenda items that support the assessor\u2019s
\noffice as part of local government. The board, even as named, does not go
\nout and assess. Nor is the
\nHanover\u2019s Board of Assessors a policy making board. The board of
\nassessors votes on abatements where taxpayers apply for and qualify to pay
\nless than their assessments and also on exemptions for qualified
\napplicants. (Please note that the Hanover Crossing incentive was voted by
\ntown meeting but based on assessment information to provide a value
\namount.) As director, Elaine Boidi, a state certified assessor, is the
\nactual professional advising the board in all matters before it.<\/p>\n
Regarding tax sharing, I would be especially sensitive to keeping seniors
\nin Hanover when a split tax rate may help young families who may be
\nstruggling with taxes as they encumber high child care and property
\nownership expenses. Aware that taxpayers also pay auto excise, water and
\nrefuse removal fees, I would thoughtfully participate as a board member
\nregarding the board\u2019s feeling on a double or single tax rate.<\/p>\n
Why are you running for this office?<\/p>\n
My extensive background as selectboard chair, finance committee vice chair,
\nschool committee member, school volunteer, and my professional career have
\nprovided strong insights and an excellent background for my candidacy. As a
\nrealtor, I know that wise decisions impact home values and agree that we
\nneed to wish Hanover Crossing success in providing future tax revenue. Our
\nresidential tax contributions support much of its current infrastructural
\nneeds and services. I respect commercial development\u2019s contribution to
\nour tax base and school budget, I am also aware of the inherent challenge
\nto resources that land development brings to our town as it impacts
\nschools, road and municipal services, water use, wetland protection, DPW,
\nfire and police services. My aim would be to help provide transparency and
\ninformation for the selectboard as they advise town meeting in voting a
\nsingle tax rate for all or split tax rates for commercial and residential
\nproperties.
\nI promise to give my best as we all invest in our futures and in one of the
\nmost desirable towns on the South Shore.”<\/p>\n
