Ms. Ryerson<br \/>\nis running opposed for the three-year term on the Board of Assessors.<\/p>\n<p>&#8220;NAME:\tViola Anne Ryerson<br \/>\nCANDIDATE FOR:\tBoard of Assessors<br \/>\nADDRESS:\t1 Folly Hill Lane<br \/>\nTELEPHONE (Cell) NUMBER:\t781 710 0030<br \/>\nLENGTH OF RESIDENCY:\tPlus 50 years<\/p>\n<p>Please list relevant experience (education, vocation, etc.) you feel will<br \/>\nbe useful in the office you are seeing.<\/p>\n<p>BA University of MA Human Services plus Certificate<br \/>\nMinor Community Planning<br \/>\nMA Licensed Educator Consumer Sciences at all levels<br \/>\nMA Licensed Educator Health All Levels<br \/>\nMA Licensed Realtor<br \/>\nRetired Professional Senior Pharmaceutical Merck Representative (with<br \/>\naccountability for Boston multimillion dollar territory)<br \/>\nPersonal Property Probate Appraiser, Folly Hill Estate Sales\/ Appraisals<br \/>\nHanover Selectman 1997-2026 Chair 3 years<br \/>\nHanover Finance Committee Six years, Vice Chair 5 years<br \/>\nHanover School Committee 1 Year<br \/>\nVolunteer Choral Coach Hanover Middle School 3 Years <\/p>\n<p>Thank you to the Hanover Women\u2019s Club and all of you on \u201cZoom\u201d for<br \/>\nyour consideration of my run for the Hanover Board of Assessors.<\/p>\n<p>What are the major issues confronting the town which involve your office?<br \/>\nPlease express your opinion on these issues and how you propose to deal<br \/>\nwith them.<\/p>\n<p>Navigating commercial and residential tax rates that are affordable for<br \/>\nresidents of all ages, and supportive of reasonable commercial and<br \/>\nresidential development, are major challenges facing our town. I would<br \/>\nappreciate the opportunity to work closely with the present board of<br \/>\nassessors, Director Elaine Boidi, and fellow Hanover neighbors to<br \/>\ncontribute towards those efforts.<br \/>\nThe board of assessors works closely with the town assessor who is<br \/>\nqualified to determine that assessments reflect state requirements. She<br \/>\nhires assessors who evaluate and report property information. She reports<br \/>\ninformation to the state. All of our assessments eventually translate into<br \/>\npaying our fair share for services and infrastructure. We vote to raise and<br \/>\nappropriate monies at town meeting yearly, not to exceed 2 \u00bd percent of<br \/>\nour present tax levy unless we vote to override that amount at town<br \/>\nmeeting. <\/p>\n<p>What does the board do? The Hanover Board of Assessors meets monthly with<br \/>\nDirector, Elaine Boidi regarding resident inquiries, applications for<br \/>\nabatements, exemptions, and any agenda items that support the assessor\u2019s<br \/>\noffice as part of local government. The board, even as named, does not go<br \/>\nout and assess. Nor is the<br \/>\nHanover\u2019s Board of Assessors a policy making board. The board of<br \/>\nassessors votes on abatements where taxpayers apply for and qualify to pay<br \/>\nless than their assessments and also on exemptions for qualified<br \/>\napplicants. (Please note that the Hanover Crossing incentive was voted by<br \/>\ntown meeting but based on assessment information to provide a value<br \/>\namount.) As director, Elaine Boidi, a state certified assessor, is the<br \/>\nactual professional advising the board in all matters before it.<\/p>\n<p>Regarding tax sharing, I would be especially sensitive to keeping seniors<br \/>\nin Hanover when a split tax rate may help young families who may be<br \/>\nstruggling with taxes as they encumber high child care and property<br \/>\nownership expenses.  Aware that taxpayers also pay auto excise, water and<br \/>\nrefuse removal fees, I would thoughtfully participate as a board member<br \/>\nregarding the board\u2019s feeling on a double or single tax rate.<\/p>\n<p>Why are you running for this office?<\/p>\n<p>My extensive background as selectboard chair, finance committee vice chair,<br \/>\nschool committee member, school volunteer, and my professional career have<br \/>\nprovided strong insights and an excellent background for my candidacy. As a<br \/>\nrealtor, I know that wise decisions impact home values and agree that we<br \/>\nneed to wish Hanover Crossing success in providing future tax revenue. Our<br \/>\nresidential tax contributions support much of its current infrastructural<br \/>\nneeds and services. I respect commercial development\u2019s contribution to<br \/>\nour tax base and school budget, I am also aware of the inherent challenge<br \/>\nto resources that land development brings to our town as it impacts<br \/>\nschools, road and municipal services, water use, wetland protection, DPW,<br \/>\nfire and police services.
