{"id":756,"date":"2010-03-07T00:00:42","date_gmt":"2010-03-07T04:00:42","guid":{"rendered":"http:\/\/atotw.com\/archive\/?p=756"},"modified":"2010-03-07T00:00:42","modified_gmt":"2010-03-07T04:00:42","slug":"planning-board-public-hearing","status":"publish","type":"post","link":"https:\/\/atotw.com\/archive\/?p=756","title":{"rendered":"Planning Board Public Hearing"},"content":{"rendered":"<p>Dear fellow Hanoverians:<\/p>\n<p>PLANNING BOARD NOTICE OF PUBLIC HEARING<\/p>\n<p>Notice is hereby given pursuant to Massachusetts General Laws Chapter 40A,<br \/>\nSection 5 (The Zoning Act), that the Planning Board of the Town of Hanover<br \/>\nwill hold a Public Hearing on Monday, March 15, 2010 at 7:00 p.m. in the<br \/>\nfirst floor hearing room of the Town Hall, 550 Hanover Street.<\/p>\n<p>The purpose of the Public Hearing is to hear testimony and comment from<br \/>\ninterested persons relative to proposed amendments and additions to the<br \/>\nZoning Bylaws for the Town of Hanover, said amendments having been included<br \/>\nas Articles on the Warrant for consideration and action at the Annual Town<br \/>\nMeeting to be convened at the Hanover High School on Monday, May 3, 2010.<br \/>\nAfter the Public Hearing the Board will, as required by law, vote its<br \/>\nrecommendations on the proposed articles and report them to the Town<br \/>\nMeeting.<\/p>\n<p>There are five (5) Articles proposing amendments to the Zoning Bylaws for<br \/>\nthe Town. A summary of the proposed Articles is provided below. Copies of<br \/>\nthe text of such Articles and maps thereof are available for review by<br \/>\ninterested parties in the Offices of the Town Clerk and of the Planning<br \/>\nBoard (550 Hanover Street) during regular business hours: 8:00 a.m. to 4:00<br \/>\np.m., Monday, Tuesday and Thursday; 8:00 a.m. to 8:00 p.m. Wednesday, and<br \/>\n8:00 a.m. to 12:00 noon on Friday. The Article items appearing below may not<br \/>\nbe the same as those on the final Warrant for the Annual Town Meeting, and<br \/>\nare inserted herein for convenience and reference purposes only. Copies of the current Zoning Bylaws are available on the<br \/>\nHanover website at www.hanover-ma.gov .<\/p>\n<p>Summary of Proposed Zoning Articles:<\/p>\n<p>Article A: This Article, submitted by the Planning Board, would amend the<br \/>\nZoning Bylaws of the Town, by adopting and reenacting provisions and<br \/>\nregulations regarding the establishment and operation of so-called &quot;Adult<br \/>\nUses&quot; within the Town. The purpose and intent of these regulations is to<br \/>\naddress and mitigate the possible adverse secondary effects of such Adult<br \/>\nUses. The purpose is not to infringe upon rights and protections provided by<br \/>\nthe First Amendment of the Constitution of the United States of America. The<br \/>\nproposed Article makes no changes to the existing boundaries of Hanover&#8217;s<br \/>\nAdult Use District (an overlay zoning district).<\/p>\n<p>Article B: This Article, submitted by the Parks and Recreation Committee,<br \/>\nwould amend the Zoning Bylaws of the Town, by removing restrictions<br \/>\nregarding the location and approval of municipal recreational facilities in<br \/>\nthe Residence A District of the Town, so that any such uses will be allowed<br \/>\nas-of-right.<\/p>\n<p>Article C: This Article, submitted by the Sign Bylaw Committee, would amend<br \/>\nthe General Bylaws of the Town by amending Section 6-9 (entitled &quot;Sign<br \/>\nBylaw&quot;) by adding additional terms and changing regulations regarding<br \/>\npermitted signs within the Town or by deleting the entire Section entitled<br \/>\n&quot;Sign Bylaw&quot; and replacing said section with a new Sign Bylaw, dividing the<br \/>\nTown into districts for the purpose of sign regulation and specifying new<br \/>\nrequirements for signage accordingly.<\/p>\n<p>Article D: This Article, submitted by Petition, would amend the Zoning<br \/>\nBylaws and Zoning Map of the Town, by deleting Section 6.12 of the Hanover<br \/>\nZoning Bylaws (entitled &quot;Interchange District&quot;) in its entirety and<br \/>\nreplacing it with a new section which provides for changes in dimensional<br \/>\nand use requirements and restrictions. Specifically, the proposed Article<br \/>\nwould allow for: lesser buffer and setback areas between development within<br \/>\nthe district and on abutting properties when compared to the existing bylaw;<br \/>\nincreased building heights (not to exceed seven [7] stories) within six<br \/>\nhundred (600) feet of Route 3 and Route 53; allowance for unrestricted<br \/>\nmulti-family residential developments within the district; and allowance for<br \/>\nunrestricted retail stores and service establishments within the district.<\/p>\n<p>Article E: This Article, submitted by Petition, would amend the Zoning<br \/>\nBylaws and Zoning Map of the Town, by changing the Zoning Designation of the<br \/>\nwesterly portion of parcels 48-007 and 48-016 (as shown on the Hanover<br \/>\nAssessors&#8217; Maps (572 Washington Street) from Residence A District to<br \/>\nCommercial District, so that the entire of both parcels shall be zoned<br \/>\nCommercial District.<\/p>\n<p>For &quot;Around Town on the Web&quot;,<\/p>\n<p>Cathy H-B<\/p>\n<p>&quot;Around Town on the Web&quot; is a community service that has been provided to<br \/>\nself-selected residents of the Town of Hanover since the spring of 2004.
