Professional Experience: As a Senior Security Program Manager for the
United States Department of Transportation (U. S. DOT), I have devoted my
career to improving the Nation’s transportation information technology
(IT), cyber and physical systems. My work has focused on IT systems
security, risk management, project management, computer operations and
contingency planning. I am a national speaker for the U. S. DOT. Under
two separate administrations I have been summoned to the White House to
brief the Special Assistant on Cyber Security to the President of the
United States on cybersecurity in transportation. I am a Past President of
the New England Chapter of the Information Systems Security Association. I
have a proven track record of successfully leading several projects at the
national, state and municipal level.
Education: I am a Graduate of Northeastern University, Boston, MA and hold
a Bachelor of Science in Management Information Systems and an Associate of
Science in Electronic Data Processing. I am also a graduate of the United
States Noncommissioned Officer Academy, Fort Indiantown Gap, PA where I
have earned the Battalion Noncommissioned Officer Graduate Certificate in
Leadership.
Military Service: I am a Veteran of the United States 94th Army Reserve
Command attaining the rank of Sergeant in the 324th Data Processing Unit at
Hanscom Air Force Base in Bedford, MA.
Community Citizenship: Entering my 50th year in the Boy Scout Scouts of
America, I am the founding Scoutmaster of Hanover’s Boy Scout Troop 38
where my leadership team has assisted over 70 Scouts in attaining the
coveted rank of Eagle. Most of the Eagle Projects were completed within
the Town of Hanover and required interaction with many Municipal
Departments. My service to community and Scouting continue as the Eagle
Advisor to Troop 38, and to special projects and committees within
Mayflower Council, BSA. I am an active member of Hanover’s American
Legion Post 149.
Family: I am passionate about my family where I am married to my
wonderful wife, Diane, for 36 years. We are proud parents of four children
and three grandchildren. Our children attended Hanover schools. My two
sons and I are Eagle Scouts. I am a Vigil Honor within the BSA’s Order of
the Arrow and a recipient of the BSA’s Silver Beaver Award.

What are the major issues confronting the town which involve your office.
Please express your opinion on these issues and how you propose to deal
with them.
1. Environmental Stewardship
a. Preserve open space and iconic properties that contribute to the history
and culture within the Town of Hanover
b. Diminish contaminants of our fresh water and ensure its supply is
commensurate with Town growth
c. Continue our efforts to mitigate the National Firework Site and ensure
that other potential hazardous sites are identified for possible cleanup
d. Explore the use of clean renewable energy for municipal use and explore
other uses of the town owned wind turbine
2. Small Business Recovery and Redevelopment
a. Assist small businesses hit hard by the economic effects of COVID-19
b. Coordinate with the Board of Selectman, local and state officials that
business redevelopment along the Route 53 corridor is consistent with
Hanover’s need for tax growth, traffic management and master planning.
3. Schools
a. Ensure that our schools continue to have the proper local and state
funding necessary to operate at a high level of service for students,
teachers and parents, and that our schools remain safe.
4. First Responders and Veterans Services
a. Work with our elected officials to ensure that Hanover receives the most
state and local funding for our Police, Fire and all other First Responders
so that they can continue to operate at a high level of service
b. Coordinate with our Veterans Services to help ensure that they are
well-funded and can continue to provide programs offered by local, state
and federal government.
5. Municipal Finance
a. Identify federal, state and local grant monies for municipal use.
b. Ensure that town growth is commensurate with revenue and expenses and to
oppose unnecessary tax increases.
Why are you running for this office?
For over 33 years, my family and I have called Hanover our home. It is the
most important reason why I am running for selectman. I will use my
Federal experience as a Senior Project Manager, coupled with my military
and community service background to continue to make Hanover a great place
to live and raise a family now and in the future. Thank you for reading

I am currently a member of the Hanover School Committee. I have served
three terms on the Hanover School Committee (2011 – 2014, 2015 – 2018,
2018-2021), taking a year off to begin my tenure as Chair of the Center
School Building Committee. In these capacities, I have worked diligently to
improve our public education in Hanover, including the hiring of new school
administrators, advocating for increases in our school budget to ensure our
schools are properly funded with greater transparency for taxpayers,
implementing full-day kindergarten, construction and renovation of the
Center Elementary School, the reconfiguration of our elementary schools and
re-structuring our educational framework during the pandemic. In addition
to my involvement with the schools, I am an active volunteer in the
community, currently President and Founder of A Simple Gesture – Hanover,
which ensures consistent and predictable donations to the Hanover Food
Pantry and Vice-President of the Hanover Food Pantry. Prior to my service
on the School Committee, I worked at Kopelman and Paige, as a public sector
municipal attorney with primary areas of practice being employment / labor
and school law.

What are the major issues confronting the town which involve your office?
Please express your opinion on these issues and how you propose to deal
with them.
The well-being and education of our children, while always a Hanover
priority, has been at the forefront of community discussion this past year.
The hard work of many provided Hanover with a strong school and town-wide
infrastructure which allowed our school district to be a state-wide leader
in providing educational access for remote learning, as well as forging a
safe return to schools. While this past year has been unprecedented, the
next year(s) will also present significant challenges as our educational
system recovers. Moving forward, our focus must be on providing students
with stability, mental health support and compensation for lost learning
time. Accountability, instructional standards, and effective curriculum are
critical. I believe my years of service on the committee, experience and
knowledge of the educational system, my devotion to the best interests of
students and my demonstrated ability to successfully advocate for our
schools and students benefit our schools, students, and families.

Why are you running for this office?
Second only to a loving home, a strong education is the most important
resource you can provide a child. Our students deserve the best resources,
exciting learning opportunities and most importantly, a safe place to
learn. I am passionate about education, devoted to our community and
consistently put the best interests of our students before all else.

Relevant Experience List:
I am a life-long, third generation Hanover resident and regular, active
participant in all Town Meetings, even before I was moderator. I was a
founding member of the Hanover Open Space Committee and served as Chairman
for 7 of my 9 years with the committee. I have been your Town Moderator for
the past 14 years. Professionally, I am the Vice President of Granite State
Manufacturing, a New Hampshire company that builds military and medical
equipment. I also manage Washington political relations for the company. I
have a BS in Aerospace Engineering from Syracuse University and am a
graduate of Hanover High School. I have been married for 29 years and my
wife and I have two children, who are 24 and 26.

Major Issues Confronting the Town which involve this office:
The most important issue for the Town Moderator is promoting widespread
participation in town government. The biggest challenge for the town as a
whole is financial. Our revenues are not sufficient to address many of the
needs and interests of the citizens at a level which is desired by those
citizens, be they schools, public safety, recreational facilities or other
concerns. As Moderator, it is very important for me to carefully seek out
skilled individuals to serve on the Advisory Committee as well as the
multiple other committees I appoint. As Moderator, I also work to actively
encourage all citizens to contribute to the debates at town meetings. As we
all face this unprecedented challenge of a global pandemic, I am working
closely with the Board of Selectmen, Town Manager, Advisory Committee and
others to make sure that when we hold Town Meeting, all residents will have
the same open opportunity to debate and vote on the issues that matter to
all of us.

Why am I running for this office?
Quite simply, I am running because I am confident that I can continue to
effectively serve as the lead advocate for participation in Hanover local
government. In my 14 years as Town Moderator, we have seen modest growth in
Town Meeting attendance and have never faced the lack of quorum issues that
challenge other towns. I’m particularly proud that the we were able to
hold our 2020 Town Meeting with a crowd of 275 townspeople. That was
certainly a unique experience at Starland.

I’m proud of Hanover’s active participation but I will never be
satisfied until we are constantly challenged to find a big enough space to
hold the meeting. Please work with me to encourage your friends and
neighbors to attend the one meeting a year where one vote can make all the
difference.

The Moderator has many appointments. Beyond the major standing committees,
these appointments often include temporary study committees, which are
ideal for getting broader participation, often from those interested in
beginning to help out. I will continue working hard to get more residents
involved in committee work. I will also take the time at Town Meetings to
explain the proceedings to be sure that everyone understands the debate and
feels welcome to participate. Broader participation of citizens in their
government ensures fairer democracy.

I received a Bachelor of Science in Nursing from Boston College in 1996. I
have been a Registered Nurse for nearly 25 years and have worked in a
variety of specialties including Labor and Delivery, Neonatal Intensive
Care, Pediatric Emergency Medicine, the Operating Room, and OB/Gyn office
and on a medical/surgical floor. I also review cases as a nurse expert in
the area of Labor and Delivery. I will use my healthcare background to
make the best, most informed decisions I can for Hanover.

What are the major issues confronting the town which involve your office.
Please express your opinion on these issues and how you propose to deal
with them.
I was drawn to the opening on the Board of Health when I realized that the
Board lacked representation from a healthcare professional, particularly
during a pandemic. I would be new to the Board of Health so I would have a
lot to learn and would be willing to do so but I have a definite interest
in the pandemic response, which I believe Hanover has done exceptionally
well, our town water issues, and continued development of Hanover. I will
take the time to learn about all the issues which come before the Board and
do my best to make the best decision for our town.

Why are you running for this office?
I have a strong belief in giving back. I have served on the PTA here in
Hanover since my oldest was in Kindergarten and I see this as another way
to become involved and give back to a town which I love and which has given
so much to my family. The Board of Health seemed like the best fit with my
nursing background.

Effort underway to protect historic Sylvester Field in Four Corners

Dear fellow Hanoverians:

Wildlands Trust, the regional land trust for southeastern Massachusetts,
has announced a fundraising effort to preserve the historic Sylvester
Field, one of Hanover’s most beloved and iconic landscapes. Situated
along Washington Street in a historically rich part of Hanover known as
“Four Corners”, the Sylvester Field is one of Hanover’s most visible
and appreciated landscapes.

Wildlands Trust has entered into a “Purchase and Sales” agreement to
acquire the field from the estate of Clayton Robinson, the late owner who
passed away in March 2020. Wildlands Trust will manage the field as a
conservation resource and leave it open to the public for passive
recreation.

Sylvester Field has a wide range of aesthetic, agricultural, ecological,
and historical attributes. It has been in some type of agricultural use
since early colonial times; recently, its productive soils have supported
the harvesting of hay, and for several decades in the mid-twentieth
century, the roaming of Hornstra Farm cows. Sylvester Field supports
numerous common wildlife species and many rare species, including Eastern
box turtle and several species of ground nesting birds. The property also
includes 660 feet of frontage on Third Herring Brook, an important North
River tributary.

Sylvester Field is the centerpiece of a larger expanse once owned by
William Barstow, believed to be the first European settler in the area in
the mid-17th century when Hanover was part of the Town of Scituate. Mr.
Barstow’s pursuits included land surveying, shipbuilding, constructing
the first bridge across the nearby North River, and serving as the
proprietor of an “ordinary”—a tavern that served meals at a fixed
price.

“We have a one-time opportunity to preserve the field,” said Karen
Grey, Wildlands Trust President. “This is our first fundraising effort
in Hanover, and we couldn’t imagine a more compelling project to become
involved with,” said Grey.

A committee of Hanover residents is helping to lead the local fundraising
with Wildlands Trust. Members of the committee include Caleb Estabrooks,
Peter Finnegan, Marilyn Hartney, Dan Jones, Maura Longueil, Anne and Tim
Porter, Hal Thomas, Peter and Paula Tyack, Sandra Moll, Cindy Newton and
Julie Traggorth.

The Town of Hanover is a project partner, and at the next Town Meeting in
May will seek to approve $250,000 in Community Preservation Act funds to
purchase a Conservation Restriction (“CR”) on the Sylvester Field. The
Town-held CR over the Field will allow for a range of passive recreational
activities such as hiking and cross-country skiing and will include
provisions allowing for a trailhead parking area. The CR will also allow
for habitat management, improvement, and restoration, as well as the
maintenance of the stone wall that is such a prominent feature of its road
frontage.

Wildlands Trust needs to raise $150,000 in private funds by May 15th to
ensure that they can close on the Field by the specified closing date of
June 30. They have a generous match opportunity for gifts $5,000 and

Candidate’s Night Zoom Meeting

Dear fellow Hanoverians:

Candidates’ Night, sponsored by the Hanover Woman’s Club, Juniors, will
take place on Tuesday, April 13th at 7:00 p.m. Due to COVID-19 and the
restrictions of large gatherings, the forum will once again be held as a
Zoom webinar.

Candidates’ Night is an annual event hosted by the club that features
candidates running for local office in Hanover. The program consists of a
short presentation by each candidate running for a town office followed by
a question and answer period led by moderator Mary Ann Brugnoli. The forum
is open to the public for viewing on Zoom or local cable TV giving those
attending a chance to hear the views of the candidates on important issues
affecting the town. Hearing the candidates in this setting will give town
residents the opportunity to cast an educated vote on Saturday, May 8,
during the town election.

Last day to register to vote!

Dear fellow Hanoverians:

Hanover Town Clerk Catherine Harder-Bernier announced that Tuesday, April
13th is the last day to register to vote in the May 3rd Annual Town Meeting
and/or in the May 8th Annual Town Election. (If you are already registered
in Hanover, you don’t need to register again!) The Hanover Town
Clerk’s/Registrar’s Office will be open until 8:00 p.m. on April 13th,
and on-line registration will be available until 11:59 p.m. that night.
Please come to the Town Clerk’s/Registrar’s side entrance lower level
door if you need to register in person. Read on for on-line registration
information!

Any Hanover citizen who will be eighteen on or before the first day of Town
Meeting (May 3rd) or by the Town Election (May 8th) is encouraged to
register to vote. Once registered, individuals will be eligible to vote in
all elections thereafter. Further, residents may “pre-register” to
vote if they are age 16 or 17, but they will not be eligible to vote until
they turn 18.

Citizens of Hanover may conveniently register to vote or change their party
status on-line, by mail or in person. The link for on-line registration is

and mail the completed form to the Hanover Town Clerk’s Office.

“New residents and high school students are strongly encouraged to
register to vote. It is the cornerstone of our democracy!” said Town
Clerk Catherine Harder-Bernier. “Several major decisions have been made
on Town Meeting floor by a one-vote margin and some local elections have
turned on less than 10 votes just in the past few years. Register now to
vote…so you can vote in May!”
