Relevant Experience List:
I am a life-long, third generation Hanover resident and regular, active
participant in all Town Meetings, even before I was moderator. I was a
founding member of the Hanover Open Space Committee and served as Chairman
for 7 of my 9 years with the committee. I have been your Town Moderator for
the past 14 years. Professionally, I am the Vice President of Granite State
Manufacturing, a New Hampshire company that builds military and medical
equipment. I also manage Washington political relations for the company. I
have a BS in Aerospace Engineering from Syracuse University and am a
graduate of Hanover High School. I have been married for 29 years and my
wife and I have two children, who are 24 and 26.

Major Issues Confronting the Town which involve this office:
The most important issue for the Town Moderator is promoting widespread
participation in town government. The biggest challenge for the town as a
whole is financial. Our revenues are not sufficient to address many of the
needs and interests of the citizens at a level which is desired by those
citizens, be they schools, public safety, recreational facilities or other
concerns. As Moderator, it is very important for me to carefully seek out
skilled individuals to serve on the Advisory Committee as well as the
multiple other committees I appoint. As Moderator, I also work to actively
encourage all citizens to contribute to the debates at town meetings. As we
all face this unprecedented challenge of a global pandemic, I am working
closely with the Board of Selectmen, Town Manager, Advisory Committee and
others to make sure that when we hold Town Meeting, all residents will have
the same open opportunity to debate and vote on the issues that matter to
all of us.

Why am I running for this office?
Quite simply, I am running because I am confident that I can continue to
effectively serve as the lead advocate for participation in Hanover local
government. In my 14 years as Town Moderator, we have seen modest growth in
Town Meeting attendance and have never faced the lack of quorum issues that
challenge other towns. I’m particularly proud that the we were able to
hold our 2020 Town Meeting with a crowd of 275 townspeople. That was
certainly a unique experience at Starland.

I’m proud of Hanover’s active participation but I will never be
satisfied until we are constantly challenged to find a big enough space to
hold the meeting. Please work with me to encourage your friends and
neighbors to attend the one meeting a year where one vote can make all the
difference.

The Moderator has many appointments. Beyond the major standing committees,
these appointments often include temporary study committees, which are
ideal for getting broader participation, often from those interested in
beginning to help out. I will continue working hard to get more residents
involved in committee work. I will also take the time at Town Meetings to
explain the proceedings to be sure that everyone understands the debate and
feels welcome to participate. Broader participation of citizens in their
government ensures fairer democracy.

It’s officially campaign season! The ballot for the May Annual Town
Election was finalized this evening and Candidate’s Night is next week. I
am pleased to once again provide the “Candidate Information Sheets” that
have been submitted to the Hanover Women’s Club, Jrs. in preparation for
that evening.

The first submission follows below. (All information will be sent on ATOTW
without editing and in the order they are received.)

Please list relevant experience (education, vocation, etc) you feel will be
useful in the office you are seeking
I received a Bachelor of Science in Nursing from Boston College in 1996. I
have been a Registered Nurse for nearly 25 years and have worked in a
variety of specialties including Labor and Delivery, Neonatal Intensive
Care, Pediatric Emergency Medicine, the Operating Room, and OB/Gyn office
and on a medical/surgical floor. I also review cases as a nurse expert in
the area of Labor and Delivery. I will use my healthcare background to
make the best, most informed decisions I can for Hanover.

What are the major issues confronting the town which involve your office.
Please express your opinion on these issues and how you propose to deal
with them.
I was drawn to the opening on the Board of Health when I realized that the
Board lacked representation from a healthcare professional, particularly
during a pandemic. I would be new to the Board of Health so I would have a
lot to learn and would be willing to do so but I have a definite interest
in the pandemic response, which I believe Hanover has done exceptionally
well, our town water issues, and continued development of Hanover. I will
take the time to learn about all the issues which come before the Board and
do my best to make the best decision for our town.

Why are you running for this office?
I have a strong belief in giving back. I have served on the PTA here in
Hanover since my oldest was in Kindergarten and I see this as another way
to become involved and give back to a town which I love and which has given
so much to my family. The Board of Health seemed like the best fit with my
nursing background.

I have been following this process since it formally began last summer, and
I could not be more proud of the work that has been done. To quote
Superintendent Ferron, “We understand that this has been an emotional
change for many people, and we appreciate the patience, participation, and
support of everyone who has shared in this process. We are very excited to
introduce our mascot and the logos that will be part of our school image,
culture, and pride for years to come. ”

Wildlands Trust, the regional land trust for southeastern Massachusetts,
has announced a fundraising effort to preserve the historic Sylvester
Field, one of Hanover’s most beloved and iconic landscapes. Situated
along Washington Street in a historically rich part of Hanover known as
“Four Corners”, the Sylvester Field is one of Hanover’s most visible
and appreciated landscapes.

Wildlands Trust has entered into a “Purchase and Sales” agreement to
acquire the field from the estate of Clayton Robinson, the late owner who
passed away in March 2020. Wildlands Trust will manage the field as a
conservation resource and leave it open to the public for passive
recreation.

Sylvester Field has a wide range of aesthetic, agricultural, ecological,
and historical attributes. It has been in some type of agricultural use
since early colonial times; recently, its productive soils have supported
the harvesting of hay, and for several decades in the mid-twentieth
century, the roaming of Hornstra Farm cows. Sylvester Field supports
numerous common wildlife species and many rare species, including Eastern
box turtle and several species of ground nesting birds. The property also
includes 660 feet of frontage on Third Herring Brook, an important North
River tributary.

Sylvester Field is the centerpiece of a larger expanse once owned by
William Barstow, believed to be the first European settler in the area in
the mid-17th century when Hanover was part of the Town of Scituate. Mr.
Barstow’s pursuits included land surveying, shipbuilding, constructing
the first bridge across the nearby North River, and serving as the
proprietor of an “ordinary”—a tavern that served meals at a fixed
price.

“We have a one-time opportunity to preserve the field,” said Karen
Grey, Wildlands Trust President. “This is our first fundraising effort
in Hanover, and we couldn’t imagine a more compelling project to become
involved with,” said Grey.

A committee of Hanover residents is helping to lead the local fundraising
with Wildlands Trust. Members of the committee include Caleb Estabrooks,
Peter Finnegan, Marilyn Hartney, Dan Jones, Maura Longueil, Anne and Tim
Porter, Hal Thomas, Peter and Paula Tyack, Sandra Moll, Cindy Newton and
Julie Traggorth.

The Town of Hanover is a project partner, and at the next Town Meeting in
May will seek to approve $250,000 in Community Preservation Act funds to
purchase a Conservation Restriction (“CR”) on the Sylvester Field. The
Town-held CR over the Field will allow for a range of passive recreational
activities such as hiking and cross-country skiing and will include
provisions allowing for a trailhead parking area. The CR will also allow
for habitat management, improvement, and restoration, as well as the
maintenance of the stone wall that is such a prominent feature of its road
frontage.

Wildlands Trust needs to raise $150,000 in private funds by May 15th to
ensure that they can close on the Field by the specified closing date of
June 30. They have a generous match opportunity for gifts $5,000 and

Candidates’ Night, sponsored by the Hanover Woman’s Club, Juniors, will
take place on Tuesday, April 13th at 7:00 p.m. Due to COVID-19 and the
restrictions of large gatherings, the forum will once again be held as a
Zoom webinar.

Candidates’ Night is an annual event hosted by the club that features
candidates running for local office in Hanover. The program consists of a
short presentation by each candidate running for a town office followed by
a question and answer period led by moderator Mary Ann Brugnoli. The forum
is open to the public for viewing on Zoom or local cable TV giving those
attending a chance to hear the views of the candidates on important issues
affecting the town. Hearing the candidates in this setting will give town
residents the opportunity to cast an educated vote on Saturday, May 8,
during the town election.

With 9 open positions for town office it should prove to be a lively and
informative meeting. Open positions include: Board of Selectman, 2, School
Committee, 2, Board of Assessors, 1, Planning Board, 1, Board of Health, 1,
Library Trustee, 1, and Moderator, 1. The public may submit questions for

for questions to be submitted is April 3.

Hanover Town Clerk Catherine Harder-Bernier announced that Tuesday, April
13th is the last day to register to vote in the May 3rd Annual Town Meeting
and/or in the May 8th Annual Town Election. (If you are already registered
in Hanover, you don’t need to register again!) The Hanover Town
Clerk’s/Registrar’s Office will be open until 8:00 p.m. on April 13th,
and on-line registration will be available until 11:59 p.m. that night.
Please come to the Town Clerk’s/Registrar’s side entrance lower level
door if you need to register in person. Read on for on-line registration
information!

Any Hanover citizen who will be eighteen on or before the first day of Town
Meeting (May 3rd) or by the Town Election (May 8th) is encouraged to
register to vote. Once registered, individuals will be eligible to vote in
all elections thereafter. Further, residents may “pre-register” to
vote if they are age 16 or 17, but they will not be eligible to vote until
they turn 18.

Citizens of Hanover may conveniently register to vote or change their party
status on-line, by mail or in person. The link for on-line registration is

“We were so touched by all of the folks that stopped by Phoenix Lodge this
past weekend. You came, you browsed, took what you needed, and made our
day!
This past weekend was so successful that we will be doing it again this
Saturday, March 27th from 10:00 a.m. to 2:00 p.m.
Please, please come and take more clothing. We’ve restocked our tables and
racks with clothes and still have more bags that we will be going through
this week to put on display.
This is the last day to get some great items and help us to avoid packing
it all up and giving it to the local charities.”

Dear fellow Hanoverians:

Phoenix Lodge Clothing Drive, Part 2

Well, the Lodge asked the community to help them with their clothing drive
and we came through in a big way!!

The outpouring of donations from the community was so great this past
weekend that they had to have the Salvation Army make a special trip just
to make room for this weekend’s distribution days. (Of course, they
saved the best for their tables. In fact, several items still have tags on
them).

The good folks at the Lodge really had no idea that they would take in so
many clothes. They filled all their tables. Close to 70 families donated
clothing to help make their drive a success.

Now they need your help again this weekend. They need those in need to
come in, do some shopping, take whatever you need, and save the Lodge
members from boxing all these clothes and sending them to the local
charities. As they said last week, everyone needs a little help sometimes!

Residents of Hanover and surrounding communities are invited to come and
take what they need both days, Saturday and Sunday, March 20th and 21st
between 10:00 a.m. and 2:00 p.m. All COVID protocols will be followed.

Hanover Town Clerk Catherine Harder-Bernier announced today that the
Massachusetts State Legislature has extended the pandemic-based Vote by
Mail period throughout the spring of 2021. Accordingly, any registered
Hanover voter who is taking precautions related to COVID-19 in response to
the declared state of emergency or the guidance of a medical professional,
local or state health official or any civil authority may apply for a Vote
by Mail ballot in the May 8, 2021 Annual Town Election beginning today.

. Applications may be filed at any time up until 5:00 p.m. on Tuesday, May

“The legislature recognized that there are still thousands of
unvaccinated or partially immunized Hanover residents who may still wish to
take precautions and Vote by Mail in the spring Annual Town Election”
said Hanover Town Clerk Harder-Bernier. “That being said, I look forward
to a robust in-person turnout now that some restrictions are easing and
many Hanoverians are becoming fully vaccinated. This legislation provides
two alternatives given the on-going pandemic”, she said.

Vote by Mail applications may be mailed to the Hanover Town Clerk’s
Office at 550 Hanover Street in Hanover via US Mail, deposited into the
front door mail slot of Town Hall during non-Town Hall hours, or dropped
off to the Town Clerk’s Office during Town Hall hours. The secure ballot
drop box for returned ballots will re-open in mid-April. For more
