Town Meeting update

Dear fellow Hanoverians:
Town Meeting adjourned for the night this evening (Monday) after
considering all 12 of the Articles and dissolving the Special Town
Meeting and debating 33 of the 43 Articles on the Annual Town Meeting
Warrant.
Of particular note in the Special Town Meeting was the late decision
of the Advisory Committee to change its recommendations on several of
articles as a result of a review of a 2010 capital planning study. The
Advisory Committee noted that the Town spent $120,000 to map out and
prioritize the town’s capital needs just a few years ago and that
said study should be used as the roadmap for future capital
expenditures. As a result, hundreds of thousands of dollars were not
spent this fiscal year on items like generators.
During the Annual Town Meeting, debate turned lively over the issue of
“checks and balances” and some of the changes to town government
that have occurred since the adoption of the Town Manager Act. A
procedural move to advance a related article failed, but that debate
will surely continue Tuesday night when Article 43 is finally
considered. In other business, the Planning Board regrettably had to
refer its article regarding the Interchange District back for further
study, but the town meeting accepted their motion regarding “Family
Accessory Dwelling Units”. Another hot topic was the discussion
regarding the care and control of the former Curtis School site. Town
Meeting voted to transfer the management of the site, which includes
the Amos Gallant ball field, from the Board of Selectmen to the Parks
and Recreation Committee.
Town Meeting will re-convene at 7:30 p.m. on Tuesday, May 7 at the
Hanover High School’s Robert J. Nyman Auditorium. See you there!
