Below please find the Candidate Information Sheet exactly as submitted by
Jocelyn R. Keegan, candidate for the three year term on the Hanover Board
of Selectmen.

A 1988 graduate of Hanover High School, Jocelyn was born and lived more
than 15 years in town with her parents, Bob and Elaine Reardon, and her
brother, Sean. She returned to Hanover 15 years ago with her husband, Dave,
HHS ’87. They have two sons in the Hanover Schools.

Experience:
Jocelyn has spent the past 25 years in leadership roles at technology
organizations across healthcare, financial services, and as an independent
management consultant. Highlights include:
• Leading executive teams through strategy and priority planning to
align operations to goals across a staff of 3,000
• Leading a weekly Executive Operating Committee at an $85M health
IT company
• Managing large-scale transformation programs to ensure
organizations were setup to support corporate goals
Jocelyn is a ‘92 graduate of Smith College with a major in US History and
minor in US Government. Within Hanover, Jocelyn has worked as an election
worker, supported override campaigns, was an appointed member of the Open
Space Committee, and actively participates in her children’s schools,
sports, and local community organizations.

Main Challenges:
Communication— Ensure transparency of town project plans and that
residents’ voices are heard; Improve collaboration and accountability
between volunteer, appointed and elected citizens and town leadership.
Fiscal —Set specific goals for route 53 revitalization, Sylvester School
renovation, and other large redevelopment projects that prioritize
residents’ concerns to maintain rural charm, while preparing Hanover to
meet growing service demands for the next 50 years. Address the rising tax
burden on all residents. Continue work with town and local resources to
slow the trend of our senior citizens leaving town due to cost of living
increases.
It will be critical to continue the momentum underway to increase the
commercial tax base in Hanover. This will require working with business
leaders and local regional government to attract business and services
specific to the needs of Hanover residents. Actively participate in budget
build process to ensure the town is making smart choices about which
projects to complete and when. Understand use-plans for town assets,
ensuring opportunities for reuse today, while maintaining flexibility and
stores to meet future needs.
Safety – Create a visible, everyman-accessible format for residents to
understand current water demands and challenges. Ensure our first
responders—fire, police and supporting services—have the resources
needed for our growing population and increasing density. Build upon the
existing Fireworks site plan, addressing current and future risks.
Changing Town Government—Jocelyn is an enthusiastic proponent of our move
to a Town Manager structure, and could not be more pleased with the
efficiency, opportunities, and professionalism this move has brought to
town. Now is the time to clearly establish the role for today’s Selectmen
to shape the policy, goal setting and strategy of the Board for the coming
decades.

Why Now:
Jocelyn has an undeniable ability to get things job done. She has worked
hard to make smart, pragmatic choices in life and believes she will be able
to successfully carry these traits over to serving the Town of Hanover.
With her growing children and a recent change to a part-time, virtual job
(shedding her long commute), Jocelyn now has the time to return to serving
our community. She is eager to listen to, represent and act on behalf of
you, her neighbors.
