Town Meeting wrap-up

Dear fellow Hanoverians:

Hanover’s Annual Town Meeting ended this evening after
considering and debating over 35 articles.  One of the first orders of
business was the reconsideration of Article 38 – the proposed amendment
of the Zoning By-law to add a new subsection governing fences for
livestock.  Town Meeting agreed to re-consider the issue by a narrow
margin, but then overwhelmingly voted to make requests for lesser than 20 foot
setbacks the authority of the Zoning Board of Appeals rather than just that of
the Board of Health.

A series of articles concerning the “Planned Shopping
District” – the Hanover Mall – were all passed, thereby
giving the Mall additional flexibility to expand within its existing
boundaries.  These votes in favor of supporting our commercial tax base
stood in stark contrast to the long list of requested capital improvements that
the Town could simply not fund in these economic conditions.

After much debate prior to Town Meeting, rather than repair
or remove the Hackett’s Pond Dam, Town Meeting decided to refer the
article back for further study and created a committee appointed by the
Selectmen to do so.

Another one for the record books!  And the good news is
that we also voted $45,000 to preserve those record books (dating back to 1727)
– thanks to the Community Preservation Fund.  J  Special thanks to the members of
the Advisory Committee for their long hours and incredible devotion to the
review of the issues before us.  Your work makes Town Meeting work.
