Dear fellow Hanoverians:
Vote by Mail has been in the news quite a bit this summer, and as summer
turns to fall and our attention now focuses on the November mid-term
elections, the purpose of this e-mail is to provide some basic information
to help clarify the status of your ability to Vote by Mail in Hanover (and
in all of MA) this fall.
First, Vote by Mail was created for all registered voters in MA in 2016 by
the legislature. Very few voters took advantage of it initially. Then, in
2020, the legislature passed emergency measures during COVID, and a
permanent law in 2022, that allowed for postcard applications to be mailed
to all registered voters. That is the law that exists today that allows
all registered voters to receive a postcard application to Vote by Mail
without an excuse. (Please note that this is a postcard application, NOT a
ballot. You have to apply!) Nothing that has happened recently at the
federal level has changed this.
If you received a postcard application in July and applied back then to
Vote by Mail in the September Primary Election AND the November State
Election, you are in the Voter Registration Information System as a Vote by
Mail applicant and will automatically receive a ballot by mail for the
November State Election…soon. Ballots are being printed as this is email
is being sent on 9/21/26.
If you received a Vote by Mail postcard application in September (they
started to hit mailboxes in Hanover last week) inviting you to Vote by Mail
in the November State Election, then you are NOT in the Voter Registration
Information System as a Vote by Mail applicant YET. Please see the
attached sample postcard for reference. If you want to Vote by Mail in
November, then return that postcard NOW. The Hanover Town Clerk’s Office
strongly recommends you do this as early as possible.
