Hanover updates – COVID-19 impact

Dear fellow Hanoverians:

I have hesitated to weigh in with updates regarding the impact of COVID-19
on our town because they seem to change daily, and sometimes within hours.
And, “Around Town on the Web”, while beloved, is older technology – that
takes 12 hours for one e-blast to be sent. That being said, I thought you
might appreciate an overview of some of the precautions that have been
taken and the related impacts to your daily schedule.

The Town of Hanover and the Commonwealth of Massachusetts have declared a
state of emergency, and gatherings of over 250 people have been banned.

Hanover Schools announced Thursday that they would be closed on Friday, and
then Friday they announced that they would be closed for two weeks – up
through and including March 27th. I am sad for the HHS Hockey team
regarding their quest for the Garden that has been cancelled, but I hope
they hold their heads high as they wear the “Co-champion” crown. They
earned it! Spring sports have been pushed back to March 30th, at least.

The Hanover Senior Center closed Friday for an indefinite period of time.
In a statement, the good folks at the Council on Aging stated: “We are
100% committed to serving our senior population during this time of crisis;
to that end, the entire Community Services staff will be providing
transportation, delivering Meals on Wheels, making home visits, phone
calls, and house checks, and will hold appointments as needed at the COA
building.”

The Hanover John Curtis Library has also been closed as of 2:00 p.m.
Saturday, also for an indefinite period of time. The Library has
downloadable options available here:
http://atotw.com/maillist/lt.php?tid=09xLu3NHtt2df2BtQf152CJnqENWHbGhsgoqrBIcjdVoqLt7nDNIRqoN783ZLADJ
, and is assessing how to make at least some services available beginning
next week.

As of this writing (Saturday at 3:45 p.m.), Town Hall will be open on
Monday. As your Town Clerk, I look forward to continuing to serve you by
phone, e-mail and in-person. I know my colleagues feel the same. We are
here for you. Please don’t mind if we practice “social distancing” – and
stay 6 feet away from you rather than shake your hand. You should do the
same when you are out in public. The rabies vaccination clinic, previously
scheduled for 3/21, has been postponed. We are assessing the situation and
our options regarding Town Meeting on May 4th and the Town Election on May
9th.

Be safe, be smart, and take care of your loved ones, Hanover. Check on
your neighbors; who’s home, who’s not well? Who should you reach out to
after reading this e-mail? Not sure? Donate to the Hanover Food Pantry –
there are people staying home and losing wages who will need extra support.
Together we will get through this!

Super Tuesday comes to Hanover this week!

Dear fellow Hanoverians:

A mere 655 (6.1% of registered voters) of us voted during Early Voting last
week, which means that the rest of us must be traditionalists! So, see you
Super Tuesday!

Here are the details:
The polls will be open from 7:00 a.m. – 8:00 p.m. at Hanover High School on
this Tuesday, March 3, 2020. Drive around back and park in the back – that
back lot is closer to the polling area than the front lot. We will be
voting in the Presidential Primary, and if you would like to see your
ballot ahead of time, go to:
http://atotw.com/maillist/lt.php?tid=OZHPNOfw6Y63P92AWDk70RT0EAVktfpchKIcDn6uyx5oqLt7nDOIRqoN783ZLADJ
for more information.

There are four parties in Massachusetts – Republican, Democrat, Libertarian
and Green-Rainbow. If you are enrolled in one of those parties, you will
be given that party ballot. If you are unenrolled (commonly known as
“independent”), or in a political designation, you will be allowed to pick
your ballot from those four parties. Here is more information about the
parties and political designations in MA:
http://atotw.com/maillist/lt.php?tid=8PW+oqbl3R20ADgsjfkdChT0EAVktWpchKIcDn6uyx5oqLt7nDOIRqoN783ZLADJ
.

The good folks from Safe Grad Night will be raising money for the Class of
2020’s big bash, and the Class of 2022 will be having a bake sale as they
prepare for their big year.

Can’t wait to see you.

Early voting begins next week!

Dear fellow Hanoverians:

Town Clerk Catherine Harder-Bernier is delighted to announce that all
registered voters will be able vote early before the Presidential Primary
in Massachusetts. Early voting will begin on February 24th and continue
through February 28th, 2020. Prior to the enactment of this new law, the
only way a registered voter was allowed to vote prior to Election Day was
through absentee voting. Although absentee voting will still be available
for registered voters who qualify, only those who will be absent from
Hanover on Election Day, or have a disability that prevents them from going
to the polls, or have a religious belief preventing the same, are legally
allowed to vote by absentee ballot.

Unlike absentee voting, early voting is for every registered voter.
Registered voters do not need an excuse or reason to vote early.

In Hanover, early voting may be accomplished in person at Hanover Town
Hall, 550 Hanover Street, during the week of February 24 – 28th on:
Monday, Tuesday and Thursday from 8:00 a.m. – 4:00 p.m., Wednesday from
8:00 a.m. – 8:00 p.m., and Friday from 8:00 a.m. – 12 noon. The
legislature has allowed for Early Voting on these 5 days; a Saturday
session is not possible for this election. Regardless, counting Election
Day March 3, voters now have a choice of 6 different days to fit voting
into their schedule.

Please note, however, once a voter has cast an early voting ballot, the
voter may no longer vote at the polls on Election Day.

For only the third time in Massachusetts, the first choice all voters will
make is which day to vote. Early voting will make the most fundamental
right of our citizens more convenient than ever to exercise. All Hanover
residents are encouraged to exercise that right and take advantage of the
opportunity to vote when their schedules allow.

For more information, please contact the Town Clerk’s Office at (781)
826-5000 x1079 or Town Clerk Catherine Harder-Bernier at
catherine.harderbernier@hanover-ma.gov or Assistant Town Clerk Meg Pallotta
at meg.pallotta@hanover-ma.gov .
