The Department of Public Works thanks you for your support of Article
46 at the May 2011 Annual Town Meeting. This article authorized the
borrowing of $8.5 million for the repair of a number of roads in the
town, subject to a Proposition 2 ½ debt exclusion override vote at
the Annual Town Election to be held Saturday, May 7, 2011 at Hanover
High School. These repairs include improvements to the roadways,
drainage, curbing, and sidewalks where appropriate.
The preliminary list of streets are those that in the opinion of
Hanover DPW managers are showing signs of moderate or severe distress.
The DPW staff is in the process of reviewing the condition of all
streets in town after a hard winter. We expect that additional streets
that were marginal last fall may be added to the list as we finalize
our plans and cost estimates. The preliminary list of streets is as
follows:

The planned work will improve 17.1 miles of roads which is 19.7% of
the town’s total road inventory. It will also improve curbing and
sidewalks along these streets where necessary. There are 757 houses on
the streets on the preliminary list, 812 driveway approaches, and 574
drainage structures.
Our preliminary plan is to perform the authorized repairs over a
period of four years. The reason we have chosen a four year period is
that we need to give time for various utilities to perform planned
repairs to their systems to minimize future damage to the street
surfaces. In addition, the repairs to streets with severe curbing and
sidewalk problems and many drainage structures will take longer to
plan and execute. If the override passes, it is our goal to expedite
the repairs as best we can. We will begin work this summer.
The Town receives an estimated $450,000-$500,000 in state aid (Chapter
90) annually, but this is inadequate to meet all of the pending needs.
Town Meeting Article 46 and the corresponding debt exclusion override
were offered for your consideration as a means of correcting the
current backlog of repair needs. If your street is not on the
preliminary list, it does not mean that your street won’t see an
improvement in the coming years. Should the override pass, state aid
will be used to address additional roads and sidewalks, hopefully
before they develop serious problems requiring costly repairs. If the
override fails, the state aid will shift to solving the worst
problems. At the current funding level, it will take 17 years to
perform the same amount of work planned by this override.
The DPW appreciates the ongoing support we have received over the
years by you, the residents. It is our goal to deliver services as
effectively as possible, to maintain the investment you have made in
the infrastructure, to quickly respond to emergencies as they come up,
and to improve the overall quality of life in the community. We
