Windshield wipers and headlights on

Dear fellow Hanoverians:
State Senator Thomas P. Kennedy (D-Brockton) has sponsored legislation
relative to the recently enforced headlight law. The bill, An Act
clarifying the headlight law as a non-surchargeable offense for insurance
purposes, comes as a response to public concern about the penalties for
failing to comply with the law. Currently, in addition to a $5 ticket,
offenders are subject to increased insurance premiums due to the infraction
being considered a surchargeable traffic violation. Senator Kennedy’s
bill eliminates the surcharge provision, and leaves the nominal fine in
place.
The headlight requirement makes it mandatory for motorists to turn on their
headlights during inclement weather when the windshield wipers are engaged.
The practice, which is standard procedure for commercial truck drivers,
has proven to be effective in enhancing visibility, and has already been
adopted in 18 other states.

Senator Kennedy was instrumental in the passage of the original headlight
bill, believing it to be not only a positive life saving measure, but a
logical procedure with a wide range of public safety benefits.

“To use that old adage, an ounce of prevention is worth a pound of cure,
applies to this measure,” said Senator Thomas Kennedy (D-Brockton),
“Hopefully, it will become standard practice for drivers to activate both
headlights and windshield wipers simultaneously, all in the name of good
driving habits in the realm of road safety.”
