Town Meeting, Day Two update

Dear fellow Hanoverians:
Town Meeting continued its thoughtful deliberation of the business of the
town this evening as it considered Articles 20 – 49 out of the 66 total
articles on the warrant. The meeting adjourned to the Annual Town Election
beginning at 8:00 a.m. on Saturday, May 10, to be followed by a third night
of Town Meeting on Monday, May 12 beginning at 7:00 p.m. Both events will
be held at Hanover High School.

Among other significant business, the town unanimously appropriated
$500,000 to pay the costs related to a feasibility study to consider the
options for adding to and renovating the Center/Sylvester School.
Additionally, the Zoning By-law and Zoning Map of the Town were amended to
establish a location in town for a possible “Medical Marijuana Treatment
Center” as required by state law. Some of the longest discussions,
however, were reserved for issues related to the financial impact of the
articles on the average taxpayer.

Congratulations to all in attendance for a thoughtful reflection of the
issues before the town. See you Saturday at the polls, and next Monday at
Town Meeting!

Cub Scout registration

Town Meeting update

Dear fellow Hanoverians:

Town Meeting adjourned this evening after considering the complete Special
Town Meeting warrant and 20 of the 66 articles from the Annual Town Meeting
warrant.

Of particular note is the fact that we moved Article 41 (the proposal to
privatize the transfer station) forward and considered it earlier than
planned in the meeting. So much for my supposition yesterday that this
never happens on big issues! After quite a bit of procedural jockeying and
multiple motions, a motion against privatization of the transfer station
carried the day.

A proposal from the Selectmen to make the Town Clerk’s position appointed
rather than elected failed on a voice vote.

In additional business, the town’s $52 million dollar budget passed.

Town Meeting will reconvene at 7:00 p.m. tomorrow/Tuesday night at Hanover
High School. See you there!

Pots on Parade

Dear fellow Hanoverians:

Join the Hanover Historical Society Saturday, May 10th at 2:00 p.m. to kick
off their 2014 summer workshop series in their historic barn. “Pots on
Parade” is a free program sponsored by the Hanover Cultural Council. The
event will highlight the society’s pottery collection while telling a
unique story about each object’s original owner. Pied Potter Hamelin
will be doing on-site demonstrations.

While you are enjoying this free program, you will also have the
opportunity to sign up for workshops the Historical Society will be
offering this summer. The Hanover Historical Society’s partner for Hearth
and Home events in 2014, South Shore Organics, will be on hand to talk
about their new venture and discuss two classes they will offering at the
Society’s barn workshop series. Meet teachers, register for classes, and
experience the culture of historic downtown Hanover.

The event is free, appropriate for all ages, and open to the public
courtesy of the Hanover Cultural Council. No registration required. It will
be held in the Hanover Historical Society’s historic barn located at 514

Food Pantry Food Drive volunteers needed

Dear fellow Hanoverians:

The Postal Workers’ Annual Food Drive is almost here again! It will be
held Election Day, Saturday, May 10, 2014. There will be a combination of
food drive volunteers and postal service workers making the rounds. The
Hanover Food Pantry is in serious need of volunteers on that day again this
year. What better way to support residents of our town in need? Please
consider volunteering at the food pantry! It is also a great way for those
who need service hours to accrue some time for a good cause.

The good folks at the Hanover Food Pantry need:
• Drivers and gatherers (beginning as early as 10:00 a.m. or anytime up
through 3:00 p.m.) to go out on assigned routes for food pick-up. Take a
long route or a short route, no matter what; your help will be appreciated.
You’ll be given a map, and you will bring the food you gather back to the
pantry.
• Sorters to be stationed at the pantry from 11:00 a.m. through 5:00
p.m., in two hour shifts. Feel free to stay as long as you like. The food
pantry will supply water, soda, coffee or tea and PB&J sandwiches, along
with hard work and a good time.

Anyone wishing to volunteer to drive and pick up or sort donations can do
so by e-mailing Sally Lovett Boutin at kidsense@comcast.net or calling her
at 781-826-6485, or on her cell at 781-799-0053 (texting also available).

Remember that all collected food stocks the shelves of our very own Hanover
Food Pantry for our friends and neighbors in need. The food that is
gathered each year at the Postal Workers Annual Food Drive sees those in
need through the summer when the churches, civic organizations, schools and
other groups stop or slow their regular collections. Your support will be
greatly appreciated.
Regardless of your ability to volunteer to help that day, please don’t
forget to donate your food to the town-wide drive on May 10th!

Elected vs. appointed Town Clerk

Dear fellow Hanoverians:

Article 16 on the Annual Town Meeting warrant and Question One on the
ballot addresses the issue of an elected vs. appointed Town Clerk. Given
the fact that your “Around Town on the Web” writer is also your Town
Clerk, this e-blast will only provide you with a brief factual history and
the current facts related to this question.

This issue was placed on the warrant this year by the Board of Selectmen to
reprise a similar discussion from three years ago at Town Meeting. At that
meeting in 2011, the Selectmen’s motion to make the position appointed
was defeated, and the question on the ballot also failed. Similarly, the
issue was discussed in 2008 in the context of the Government Study
Committee hearings that created the Town Manager Act, and it was determined
by that body that the Town Clerk should remain elected.

The Selectmen’s motion this year will once again be to make the Town
Clerk appointed, and no longer elected by the people of Hanover. In an odd
twist, the Advisory Committee’s recommendation on this motion does not
appear in the 2014 Warrant booklet sub-titled “With Advisory Committee
Recommendations”.

The Advisory Committee voted unanimously six weeks ago to not support the
motion of the Board of Selectmen. In other words, the Advisory Committee
recommends the position remain an elected position.

It will be up to the people to decide again at Town Meeting tomorrow
(Monday) night. The Special Town Meeting starts at 7:30 at Hanover High
School, and the Annual Town Meeting starts at 8:00 p.m. See you there.

Center/Sylvester School Feasibility Study – Article 48

Dear fellow Hanoverians:
As you may already know, there is an article on the Annual Town Meeting
warrant to discuss the potential expenditure of $500,000 for a feasibility
study for the Center/Sylvester Building project.

It is Article 48 out of the 66 Articles on the warrant. Annual Town
Meeting begins Monday at 8:00 p.m. and will likely continue on Tuesday. In
my time in town, I have never seen an article this important taken out of
order, but far be it from me to publicly predict the actions of Town
Meeting!

St. Andrew’s Spring Fling seeks crafters and vendors

Dear fellow Hanoverians:
St. Andrew’s Episcopal Church has a few crafter and vendor spaces available
for its 4th Annual Spring Fling on May 17th from 10 a.m. to 2 p.m. Last
year’s event was a great success with many families attending. This
year’s event will be even bigger and will include free face painting, a
free bouncy house and other fun family activities – it is sure to draw a
crowd!
The event will be widely publicized through news media, Facebook, posters
in the community and lawn signs. Spaces are going quickly, so if you are

Hanover High Mock Election

Dear fellow Hanoverians:

This Friday, May 9th, Hanover High School students will be voting in a mock
election that mirrors the Annual Town Election scheduled for May 10th.
Hanover High School senior Kristen Daudelin has been working with Hanover
Town Clerk Cathy Harder-Bernier since January on this project and they are
meeting with students this week to review why and how they will be voting
next week.

If you are a parent of, or know a Hanover High School student or two in
your neighborhood, please take a few minutes to talk to them this week
about the importance of voting. Talk about who is on the ballot and what
folks like the Selectmen and members of the School Committee do. You might
even talk about what can be done about the shortage of candidates of late.
It is hoped that this town-wide discussion of Hanover town politics will
engender some life-long enthusiasm for the cornerstone of our country’s
democracy: the right to vote in free and fair elections, and perhaps even
spur on some adults to participate more actively.

Cook with Me, Jr.

Spring Session starts on May 7th.

Do you love to cook and bake? Then you will love Cook with Me, Jr.! Join
Hanover Parks and Recreation and make delicious treats. They will make
homemade pizza, cookies, and cakes just to name a few. Every day the
children will eat the treats they make and bring a sample home for their
families. At the end of the session they will go home with a cook book of
all the delicious recipes they prepared.
