Volunteer in Book Sale Land

Dear fellow Hanoverians:

Volunteer in Book Sale Land at the John Curtis Free Library, Hanover!

Revenue from the sale of books and puzzles at the John Curtis Free Library,
534 Hanover Street, Hanover, provides programing, passes, and funds for
other needs at our local library.

Managed by a small group of dedicated volunteers, tasks include sorting and
shelving appropriate donations and maintaining the tidiness of the area.
Never knowing the condition of the room upon arrival, an hour +/- per visit
might be necessary.

Several volunteers choose to work one day a week. Others fill in the gaps
and work two or three days of a week, but only once every eight or nine
weeks. Each volunteer signs up for what meshes with personal commitments
when a new calendar is posted. Somehow it all works!

Although the book sale space is open to patrons whenever the library is
open, volunteers work at their convenience.

If you think this might be an activity you would be interested in, please
contact Emily Blampied, blampied@gmail.com. Your on-going help would be
very appreciated!

Reduce your property taxes? Here’s how…

Dear fellow Hanoverians:

Did you just get your property tax bill? Did you know that there are
“discounts” – more accurately known as exemptions, for certain residents
who meet certain criteria? There’s a great page on the town’s website with
all sorts of related information found here:
http://atotw.com/maillist/lt.php?tid=EaGrF2gFshSOCtGLu7QYV4bU/jtwcn4Pryhjq7jShsVoqLt7nDMoRqoN783ZLADJ
.

An exemption is a reduction of property taxes for residents who meet
certain qualifications. The various exemptions offered by Hanover through
the State of Massachusetts are the disabled veteran’s exemption, legally
blind exemption, surviving spouse, and minor child of a deceased parent
exemption, and the senior exemptions. If the property is in a trust, the
owner must be a trustee and have a significant beneficial interest in the
trust.

This flyer is super helpful:
http://atotw.com/maillist/lt.php?tid=R4zU2iuCeCiJ8Vc0zfShE4bU/jtwcg4Pryhjq7jShsVoqLt7nDPoRqoN783ZLADJ
. Please be advised that all exemption applications must be filed before
April 1, 2024.
For assistance and guidance during the application process, the Hanover
Assessing Office is ready to help answer your questions. Their main page
on the Town’s website is here:

Fireworks site listed as a Superfund site?

Dear fellow Hanoverians:

The Town of Hanover will hold a meeting regarding the Former National
Fireworks Site on Thursday, January 11, 2024, at 7:00 pm, virtually and in
person at Hanover High School, 287 Cedar Street. The agenda covers the
existing status and the possible designation of the Former National
Fireworks Site as a Superfund Site.

The (former) National Fireworks site was used for research, development,
manufacturing and testing of munitions and pyrotechnics for the U.S.
government, as well as commercial manufacturing of civilian fireworks and
other non-munitions related manufacturing. Mercury, lead, organic solvents,
propellants and explosives were used in the manufacturing operations and
have contaminated the site.

Clean-up activities since 2015 have been funded by the Tronox Incorporated
Expendable Trust, which was established as part of a bankruptcy settlement
with a Potentially Responsible Party (approximately $74 million). Until
recently, the Town of Hanover was hopeful that the Mass. Attorney
General’s Office would be able to successfully negotiate a settlement
with the Potentially Responsible Parties – namely the Department of
Defense, MIT, and National Coatings Inc. – to secure funds required to
fully clean the site. However, it is the Town’s understanding that those
negotiations, which the Town was not a party to, were unsuccessful.
Therefore, as of today, sufficient funding is not available to complete the
clean-up activities to the extent required under Massachusetts’ waste
site cleanup regulations. MassDEP estimates that significant additional
funding, in excess of funding available in the Tronox Incorporated
Expendable Trust, will be required to complete the necessary environmental
cleanup.

Due to additional funding needed to complete the cleanup of the Site,
MassDEP has requested that the United States Environmental Protection
Agency (EPA) become involved with the
site. EPA has additional funding resources to address hazardous waste sites
under the Comprehensive Environmental Response, Compensation, and Liability
Act (CERCLA) once a site is added to the Superfund National Priorities List
(NPL).

Meeting participants on January 11th will include the Town of Hanover, U.S.
Environmental Protection Agency, Massachusetts Department of Environmental
Protection, and the Massachusetts Attorney General’s Office.
The Town of Hanover strongly encourages all residents and interested
individuals to participate in the meeting, either in person or remotely.

HANOVER TOWN CENSUS MAILED – NEW SCHOOL CENSUS FORMAT, TOO!

Dear fellow Hanoverians:

The annual Town Census has been mailed to all Hanover households. If you do
not have any changes to your Town Census, you may submit your response
on-line! All residents should review the information on the form, make any
changes if necessary, and sign and return the form as soon as possible. If
there are no changes to your Town Census, go to:
http://atotw.com/maillist/lt.php?tid=waNSteJUwvOkiJjWdxHVR8GuvFSNmJGThjOOama1NwVoqLt7nDNoRqoN783ZLADJ
and fill out the on-line form. Household members who are temporarily
living away from home, such as college students, members of the military
services, etc., should not be removed from the census if they plan to use
Hanover as their voting address.

New this year – there is one less piece of paper because the School
Census will be completed electronically! To complete the School Census, go
to:
http://atotw.com/maillist/lt.php?tid=TD808MCfbbO27uG1z5gLWsGuvFSNmEGThjOOama1NwVoqLt7nDMIRqoN783ZLADJ
by February 16th. Make sure you include your children on the Town Census
AND on the electronic School Census. Still included in the Town Census
mailing is a Dog License Application. If applicable to your household, this
form should also be completed and may be returned in the enclosed addressed
envelope or dropped through the mail slot with your Town Census in the
front door of the Hanover Town Hall.
If you did not receive a Town Census form or are new to the Town of
Hanover, you can download one on-line here:
http://atotw.com/maillist/lt.php?tid=rEFuRkzfLl6EQ4/fBiFb78GuvFSNmGGThjOOama1NwVoqLt7nDN4RqoN783ZLADJ
.
Completion of the annual census is important for a number of reasons.
• Registered voters in a household that fail to complete an annual census
will lose their “active” voter status, which is an important
consideration given this busy election year.
• It assists in accurate municipal planning.
• It assists the police and fire departments in case of any emergency in
your home
• It allows Hanover to receive the proper allocation of state and federal
funds and grants.
• Filing a census can provide proof of residency for a number of legal
requirements such as in-state tuition at state colleges, housing benefits,
veterans’ benefits, and insurance benefits.
Be sure your family phone number is on the census form. This phone number
will only be used in case of emergencies!
For more information, please contact Carol Mattes at
carol.mattes@hanover-ma.gov or (781) 826-5000 x1028, Town Clerk Catherine
Harder-Bernier at catherine.harderbernier@hanover-ma.gov, or Assistant Town
Clerk Andrea Dello Russo at andrea.dellorusso@hanover-ma.gov or (781)

Holiday decorations for those home alone

Dear fellow Hanoverians:

This holiday season, some folks are home alone. Hanover Unity is working on
a town wide holiday decoration/ornament making event to warm these people’s
hearts. This can be done by anyone of any age. Decorate or make something
to hang in someone’s home. It can be any holiday/winter theme. Use supplies
you have at home, or you can pick up a baggie with some supplies in the red
bin at the John Curtis Library, 534 Hanover Street. Then, drop off your
hand made decoration at in the red bin at the John Curtis Library or
Council on Aging, 665 Center Street. These will then be delivered to those
who get Meals on Wheels, or residents who go to the COA can pick one to
take home, and some will be dropped off at Benchmark in Hanover. The more
ornaments made, the more warmth that can be spread. This is great for
groups, scouts, classes, or even the youngest of kids.

For more information, please contact Darcie at
hanoverunitycouncil@gmail.com or see the attached flyer.
