Dear fellow Hanoverians:

Join the Hanover Open Space Committee on March 20th at 10:00 a.m. to explore
the Fireworks Loop Trail along the shoreline of Factory and Lily Ponds.
Hanover Open Space Committee (OSC) members will guide hikers through the
approximately 2 mile loop. Please wear boots/shoes with good tread and be
aware that there are a few steep narrow spots along the less developed
eastern side of the path. An easier walk to the Factory Pond Bridge and
back is also available. Convenient parking is available at the trail head
and across the street at the site of the future King Street Fields.

Stay informed about activities and volunteer opportunities: you can find us

HanoverOpenSpace. In addition, the OSC wants for input from the equestrian
community in town. Please let us know if you can contribute your
specialized knowledge and needs to our volunteer committee.

The Hanover OSC was chartered to ensure that the town’s rural character is
maintained and enhanced both through protection of existing resources and
acquisition of new properties. It is responsible for planning and
facilitating the improvement of open space, enhancing access to open space,
and raising awareness of land use issues. The OSC is also interested in
protecting land that is environmentally sensitive, could be used for passive
recreation, or is important for conserving the look and feel of the town.
Our goal is to retain the natural beauty and heritage of the town we live in
and love.

We would also like to hear from you if you are simply interested in more
information on the work of the Committee. The Open Space Committee meets
regularly on the 1st Monday of each month at 7:30 p.m. at Hanover Town Hall.

residency required)

*CATS AND DOGS WILL ONLY BE VACCINATED DURING THE SPECIFIC NOTED TIMES.

CLOSING AT NOON.

PLEASE REMEMBER TO BRING A COPY OF YOUR PETS PREVIOUS RABIES CERTIFICATE.

The Friends of the John Curtis Library have embarked upon their annual
fundraising drive. In an effort to trim costs but still meet the needs of
the library, their annual appeal for new members follows in this postage and
paper-saving appeal. Please take a moment to read the following information
and send in your membership donation today!

The goal of the Friends of the John Curtis Library is to support our town
library and assist in improving its services, resources, and role in the
community. Did you know that only 1% of tax money goes to public libraries
in Massachusetts (based on the most recent Department of Revenue figures),
and it is estimated that Massachusetts libraries return $4 to the community
for every $1 taxpayers spend? Your membership would benefit our town in so
many ways when budget cuts are pending.

This past year membership dollars enabled children and parents to take part
in bullying and friendship workshops, provided adults with a series of
employment workshops that were run by an employment specialist, and afforded
teens with a Wii system around which some safe, social time could be spent.

Membership dollars were also at work this past year when the Friends:

* renewed passes to the New England Aquarium, the John F. Kennedy
Museum, Zoo New England, and the South Shore Natural Science Center;
* hosted the "Two Old Friends" who played the traditional music of the
British Isles, songs from Appalachia, and music from the days of American
sailing ships;
* sponsored classical music concerts by Inna Muravnik with the Hanover
Cultural Council;
* co-sponsored Kite Day with the Hanover Cultural Council by bringing
Don McCasland of the Blue Hill Observatory to teach children how to make and
fly kites;
* funded an eight-week Spanish story hour program for children in both
the spring and fall;
* provided many additional events for children including a live animal
program, several concerts, and a visit with Hedwig the Owl from the South
Shore Natural Science Center.

Thanks to the Friends, almost all of the library’s programs this past year
have been provided free of charge. Membership is one of the Friends’
greatest sources of revenue. Without your help, the Friends truly wouldn’t
be able to offer these enhancements when people are using the library more.
Even a small contribution makes a significant difference — become a member
for as little as $10 per year. Your contribution will also earn you special
"Member Only" advance entrance to their annual book sale in May.

Please mail your membership donation to the Friends of the John Curtis

PLANNING BOARD NOTICE OF PUBLIC HEARING

Notice is hereby given pursuant to Massachusetts General Laws Chapter 40A,
Section 5 (The Zoning Act), that the Planning Board of the Town of Hanover
will hold a Public Hearing on Monday, March 15, 2010 at 7:00 p.m. in the
first floor hearing room of the Town Hall, 550 Hanover Street.

The purpose of the Public Hearing is to hear testimony and comment from
interested persons relative to proposed amendments and additions to the
Zoning Bylaws for the Town of Hanover, said amendments having been included
as Articles on the Warrant for consideration and action at the Annual Town
Meeting to be convened at the Hanover High School on Monday, May 3, 2010.
After the Public Hearing the Board will, as required by law, vote its
recommendations on the proposed articles and report them to the Town
Meeting.

There are five (5) Articles proposing amendments to the Zoning Bylaws for
the Town. A summary of the proposed Articles is provided below. Copies of
the text of such Articles and maps thereof are available for review by
interested parties in the Offices of the Town Clerk and of the Planning
Board (550 Hanover Street) during regular business hours: 8:00 a.m. to 4:00
p.m., Monday, Tuesday and Thursday; 8:00 a.m. to 8:00 p.m. Wednesday, and
8:00 a.m. to 12:00 noon on Friday. The Article items appearing below may not
be the same as those on the final Warrant for the Annual Town Meeting, and
are inserted herein for convenience and reference purposes only. Questions
regarding these articles may be directed to the Hanover Town Planner at
(781) 826-7641. Copies of the current Zoning Bylaws are available on the
Hanover website at www.hanover-ma.gov .

Summary of Proposed Zoning Articles:

Article A: This Article, submitted by the Planning Board, would amend the
Zoning Bylaws of the Town, by adopting and reenacting provisions and
regulations regarding the establishment and operation of so-called "Adult
Uses" within the Town. The purpose and intent of these regulations is to
address and mitigate the possible adverse secondary effects of such Adult
Uses. The purpose is not to infringe upon rights and protections provided by
the First Amendment of the Constitution of the United States of America. The
proposed Article makes no changes to the existing boundaries of Hanover’s
Adult Use District (an overlay zoning district).

Article B: This Article, submitted by the Parks and Recreation Committee,
would amend the Zoning Bylaws of the Town, by removing restrictions
regarding the location and approval of municipal recreational facilities in
the Residence A District of the Town, so that any such uses will be allowed
as-of-right.

Article C: This Article, submitted by the Sign Bylaw Committee, would amend
the General Bylaws of the Town by amending Section 6-9 (entitled "Sign
Bylaw") by adding additional terms and changing regulations regarding
permitted signs within the Town or by deleting the entire Section entitled
"Sign Bylaw" and replacing said section with a new Sign Bylaw, dividing the
Town into districts for the purpose of sign regulation and specifying new
requirements for signage accordingly.

Article D: This Article, submitted by Petition, would amend the Zoning
Bylaws and Zoning Map of the Town, by deleting Section 6.12 of the Hanover
Zoning Bylaws (entitled "Interchange District") in its entirety and
replacing it with a new section which provides for changes in dimensional
and use requirements and restrictions. Specifically, the proposed Article
would allow for: lesser buffer and setback areas between development within
the district and on abutting properties when compared to the existing bylaw;
increased building heights (not to exceed seven [7] stories) within six
hundred (600) feet of Route 3 and Route 53; allowance for unrestricted
multi-family residential developments within the district; and allowance for
unrestricted retail stores and service establishments within the district.

Article E: This Article, submitted by Petition, would amend the Zoning
Bylaws and Zoning Map of the Town, by changing the Zoning Designation of the
westerly portion of parcels 48-007 and 48-016 (as shown on the Hanover
Assessors’ Maps (572 Washington Street) from Residence A District to
Commercial District, so that the entire of both parcels shall be zoned
Commercial District.

Dear fellow Hanoverians:

As you may remember, last year at Town Meeting we adopted a town manager
form of government. As we move closer to our first town election in May
that will result in a five member Board of Selectmen, information regarding
the Town Manager Act will become more important to all of us.

registration is going very smoothly for summer programs, but spots are
filling fast. Some sessions are completely sold out. You may continue to

. Traditional Hanover Park and Rec, for kids who have completed
kindergarten through 6th grade, Session Three ONLY (August 9 – 20, two week

for a longer day, Sessions One, Two and Three are all available (July 12 –
August 20, two week sessions)

. Teen Extreme, for kids who have just completed 5th, 6th, 7th or 8th

For those of you who were not able to watch the Supreme Judicial Court’s
hearing regarding the high school construction project (either in person or
on-line), I thank you for your multitudes of inquiries regarding the
outcome. And usually, when I hear from 1 person, they are likely e-mailing
on behalf of 10 or 20 others who are out there and just plain wondering!

Bottom line, the hearing happened on Monday, and the SJC has up to 130 days
to respond. I will refrain from personal commentary, because perception is
absolutely in the eye of the beholder! So watch it for yourself at
