Dog licenses are delayed, but coming

Dear fellow Hanoverians:

Hanover Town Clerk Catherine Harder-Bernier announced today that 2021 Town
of Hanover dog licenses are now finally available on-line, via the front
door mail slot, or by mail. Due to COVID-19 illnesses and related
quarantines at the manufacturing plant, dog tag production was delayed
several weeks. Residents are kindly asked to be patient regarding the
receipt of their tags while the backlog of several hundred applications is
cleared.

The licensing period is January 1, 2021 – March 31, 2021, and a $10 late
fee applies beginning April 1, 2021. All dogs over the age of 6 months are
required by law to be licensed. The license is good for one year, and
costs $10 for spayed or neutered dogs, and $15 for intact dogs. Residents
over the age of 70 will be given a free license for their vaccinated dog
upon proof of the owner’s age.

In an effort to make this process easy for residents, there are several
ways to license your dog.
• If you use the on-line system found here:

and are simply re-registering an existing dog, you can retrieve your
account by entering your first name, last name, house number and then by
selecting a street name from the drop down menu. You must enter the
information exactly how it was registered on the system in order to
retrieve your account. If found, you have to confirm your pet(s) name and
then you can enter an email and create a password. This will save you
having to upload existing rabies or spay/neuter certificates! It will also
prevent duplicate and therefore confusing records.
• Residents may also fill out the dog license application that is found
on the Town Clerk’s section of the Town of Hanover’s website at:

. This is the same application that was included in the census mailing
this year. Completed forms may be mailed in with your payment, proof of
current rabies vaccination and proof of spaying or neutering (if you have
not submitted that information previously) to: Town Clerk’s Office, 550
Hanover Street, Hanover, MA 02339, and your tag will be mailed back to
you.
• Due to locally high rates of COVID-19, dog licenses are not available
in-person at this time. Residents wishing to drop off their paperwork may
simply put it in an envelope in the front door mail slot along with a check
payable to the Town of Hanover. Again, in all cases, your dog’s tag will
be mailed back to you.

Unlicensed dogs are subject to a minimum of a $25 fine, with an additional
$25 fine if unleashed and another fine of $50 if unvaccinated for rabies.
Don’t delay; get your dog’s license soon!

COVID-19 vaccine comes to Hanover!

Want to run for elected office? Nomination papers are now available!

Dear fellow Hanoverians:

Hanover Town Clerk Catherine Harder-Bernier announced today that nomination
papers are now available for the Annual Town Election scheduled to be held
May 8th, 2021. Due to COVID-19 restrictions and the fact that Hanover Town
Hall is closed to the public, interested candidates need to make an
appointment to pull papers. “As a result,” Harder-Bernier noted,
“nomination papers are available two weeks earlier than they usually are,
to allow extra time for interested candidates to connect with the Town
Clerk’s Office.”

“Election Day is set for May 8th and signed nomination papers are due
March 19th, 2021. At this point in the year, there are a total of nine
anticipated open seats. On the ballot this spring will be elections for
two members of the Board of Selectmen for a three year term, two members of
the School Committee for a three year term, one member of the Board of
Assessors for a three year term, one member of the Planning Board for a
five year term, one Board of Health member for a three year term, one
Trustee of the Public Library for a three year term, and one Moderator for
a one year term”, continued Harder-Bernier.

Interested residents are encouraged to contact the Town Clerk’s Office,
any of the related departments, or sitting members of the board or
committee they are interested in becoming a part of in order to gain more
information about an open position.

To run for office, candidates only need to obtain 50 signatures of
registered Hanover voters in order to be placed on the ballot. Candidates
for office have until Friday, March 19th to submit the signed nomination
papers to the Registrar’s Office for signature certification. Attached

HANOVER TOWN CENSUS MAILED – NO CHANGES THIS YEAR? SUBMIT ON-LINE!

Dear fellow Hanoverians:

The annual town census has been mailed to all Hanover households. Again
this year – if you do not have any changes to your town census, you may
submit your response on-line! All residents should review the information
on the form, make any changes if necessary, and sign and return the form by
February 15, 2021.

If there are no changes to your town census, go to:

and fill out the on-line form. Household members who are temporarily
living away from home, such as college students, members of the military
services, etc., should not be removed from the census if they plan to use
Hanover as their voting address.

Also included in the census mailing are a Hanover School Information Sheet
and a Dog License Application. If applicable to your household, these forms
should also be completed and may all be returned via snail mail in the
enclosed addressed envelope or dropped through the front door mail slot of
the Hanover Town Hall. All children should be listed on both the annual
census and the school census forms.

Completion of the annual census is important for a number of reasons.
1. It assists the police and fire departments in case of any emergency in
your home.
2. It allows Hanover to receive the proper allocation of state and federal
funds and grants.
3. Filing a census can provide you with proof of residency for a number of
legal requirements such as in-state tuition at state colleges, housing
benefits, veterans’ benefits, and insurance benefits.
4. Any registered voters in a household that fail to complete an annual
census will lose their “active voter” status, which will result in you
experiencing unnecessary delays at the polls.

Please be sure your family phone number is on the census form. Your phone
number will only be used for internal purposes and not shared or sold.

Volunteer with the good folks of First Congregational Church

Dear fellow Hanoverians:

Since 1982, when the homeless shelter Mainspring House first opened in
Brockton, members of the First Congregational Church of Hanover have been
preparing and serving meals to as many as 120 people on the first Sunday of
each month, as well as on New Year’s Day. This year the Church continued
the tradition, but, allowing for restrictions regarding the pandemic, they
dropped off ingredients for the Mainspring House staff to prepare the New
Year’s Day meal.

The members of First Congregational Church encourage the general public to
join them in their on-going support of Mainspring, which has since merged

Free COVID-19 tests for Hanover residents

Dear fellow Hanoverians:

I remain so proud of our town’s Fire Department; they continue to out-do
themselves in this pandemic. Yesterday they announced that due to a change
in funding, COVID-19 PCR testing will be available FREE OF CHARGE to
Hanover residents. You do have to meet the Mobile Integrated Health
program requirements, which are found here:

, but I am here to tell you, as someone who has had to be tested twice,

Warrants are now open

Dear fellow Hanoverians:

The Board of Selectmen recently voted to accept articles for the 2021
Annual Town Meeting Warrant until Monday, January 25, 2021, at 12:00 noon.
The Board also voted to accept articles for the Special Town Meeting
Warrant until Monday, February 22, 2021, at 12:00 noon. Basically, this
means that now is the time to submit your ideas for how our Town should be
run.

If the article you are submitting is from a Board or Committee, please be
sure the Board or Committee’s meeting minutes reflect the vote to support
the article. If the article is being submitted by an entity other than a
Board or Committee or town official, initiative petition signatures must be
collected; contact the Town Clerk’s Office for more information. Articles
must be submitted in final form using Times New Roman font size 12 without
“headers or footers” in the document. Please submit articles to Janet
Tierney at janet.tierney@hanover-ma.gov. As always, please submit articles
of genuine necessity, keeping budget limitations in mind.

Please note that any ballot questions (including Proposition 2½ overrides)
should be submitted by the January 25, 2021 deadline date noted above.
