Informational survey for Hanover residents

Dear fellow Hanoverians:

Invest in Hanover is an independent, non-partisan group of volunteers
looking to build community through civic engagement, and they want to hear
from you!

As our town leadership finalizes its fiscal year 2026 budget and we turn
the corner into election season, Invest in Hanover has created an
informational survey to find ways to engage voters in the town election
process, and better understand resident perspectives about the 2026 budget
and proposed override. Their goal is to provide opportunities for everyone
in Hanover to ask questions, offer suggestions, and engage in thoughtful
dialogue about the decisions that affect us all.

They would like to hear from as many residents with as many perspectives as
possible. There are no right or wrong answers, and any identifying
information is kept confidentially by one member of the group.
If you have not yet taken the Invest in Hanover voter information survey
and have a quick 5-10 minutes to share your opinion, please click the link
below! For questions, please email Hanley Scott,

Lots of interest in local office!

Dear fellow Hanoverians:

For those of you who like to follow the races for local office, last week
was quite a busy week. The ” almost real time” updates regarding who
pulled and returned nomination papers may be found here:
http://atotw.com/maillist/lt.php?tid=1Hs6o8fv/FeDGwuevHWFGNdOktQE+2eAlA4V3+vj3/JoqLt7nDN4RqoN783ZLADJ
. Even if you don’t have a Facebook account, you can click on the link and
get the updates. Fully 11 Hanover residents pulled nomination papers for a
local office, as follows. I don’t remember a week as busy as this past
one!

Board of Library Trustees:
Tammy Tedeschi (Incumbent)

Planning Board, 5-year term:
Guiseppe “Joe” Fornaro (Incumbent)

Planning Board, 1 year term:
David Traggorth (Incumbent)

Select Board:
Rachel Hughes
Nick Spolsino
Ken Dussinger
Joseph Polsinello

School Committee:
Christopher Tracy
Andrea Hammett

Town Clerk:
Catherine Harder-Bernier (Incumbent)

Town Moderator:
Douglas Thomson (Incumbent)

There are still three positions for which we do not yet have any potential
candidates: Board of Assessors (3-year term), Board of Assessors (1 year
term), Board of Health (3-year term), but there has been a tentative
inquiry about that latter position. And I would not be surprised if there
were additional candidates for any of these other positions. The deadline
to return nomination papers is not until March 28th. Stay tuned to the
Facebook page for updates!

License your dog on-line today! New – 3-year tags!

Dear fellow Hanoverians:

Hanover Town Clerk Catherine Harder-Bernier reminded residents today that
2025 Town of Hanover dog licenses are now available on-line, via the front
door mail slot, or by US mail. The licensing period is January 1, 2025 –
March 31, 2025, and a $10 late fee applies beginning April 1, 2025. All
dogs over the age of 6 months are required by law to be licensed. The
license is good for one year, and costs $10 for spayed or neutered dogs,
and $15 for intact dogs. New this year – dogs with a rabies vaccination
expiration date of 2027 or 2028 are eligible for a three-year tag! Save
$10 over the three-year period by requesting a three-year tag at $20 for a
spayed or neutered dog or $35 for an intact dog! Residents over the age of
70 will be given a free license for their rabies-vaccinated dog upon proof
of the owner’s age.
There are several easy ways to license your dog.
• Use the on-line system found here:
http://atotw.com/maillist/lt.php?tid=CeqUqVhGHS6jBgU9VvP7JTVDoVMEl8AJmggd1Yt26ZBoqLt7nDOIRqoN783ZLADJ
Your tag will be mailed to you upon our acceptance of your application and
successful payment.

• Residents may also fill out the dog license application that is found
on the Town Clerk’s section of the Town of Hanover’s website at:
http://atotw.com/maillist/lt.php?tid=/fC5VwNsD4+YBRT5/JC6zTVDoVMEl5AJmggd1Yt26ZBoqLt7nDNoRqoN783ZLADJ
. This is the same application that was included in the census mailing
this year. Completed forms may be dropped in the front door mail slot or
US mailed in with your payment, proof of current rabies vaccination and
proof of spaying or neutering (if you have not submitted that information
previously) to the Town Clerk’s Office and your tag will be mailed back
to you.
Unlicensed dogs are subject to a minimum of a $50 fine, with an additional
$50 fine if unleashed and another fine of $50 if unvaccinated for rabies.
Don’t delay; get your dog’s license today! If you have questions or
need more information about the licensing of your dog in Hanover, please
call the Town Clerk’s Office at (781) 826-5000 x1079 or e-mail
dogs@hanover-ma.gov . Kennel owners are encouraged to call or e-mail also,
as their licensing process requires an inspection and other additional
paperwork.

Fiscal 2026 proposed Budget, potential Override,

Dear fellow Hanoverians:

The Town of Hanover’s FY ’26 budget has been presented to the Select Board
and Advisory Committee by the Town Manager. If you are just tuning in but
want to catch up, there are dozens of PowerPoint presentations just waiting
for you here:
http://atotw.com/maillist/lt.php?tid=6crhMqRVKp245diVfVLy8Bhz1yoffCldgZBsLNQSC2poqLt7nDPYRqoN783ZLADJ
.

But, if you are looking for the summary, the Town Manager’s budget, as
presented on February 3rd, 2025, is here:
http://atotw.com/maillist/lt.php?tid=u+wHIse2PVGIq7azMAkcqxhz1yoffMldgZBsLNQSC2poqLt7nDPIRqoN783ZLADJ
. A homeowner living in an “average” Hanover house (valued at $778K this
fiscal year) will see an estimated $303.24 increase in their taxes for
FY’26, and a $911.80 estimated increase if the proposed override passes.
This latter number is 41.5% less than last year’s failed override
projection.

Along with that operating budget summary is a terrific overview of what to
expect for rates in our enterprise funds, including the newest fund, the
Transfer Station Enterprise Fund. Here’s that presentation, also from
February 3rd:
http://atotw.com/maillist/lt.php?tid=7ECsq9YWTzSWfB3X2PtHRRhz1yoffFldgZBsLNQSC2poqLt7nDP4RqoN783ZLADJ
. In sum, your full-access transfer station sticker will cost $310 for
access beginning July 1st.

As the spring unfolds and anticipated revenues become more certain, there
will surely be adjustments to these numbers. Additionally, the Advisory
Committee will begin to weigh in with their recommendations to Town
Meeting. Stay tuned for more details!

Pajama Drive

Dear fellow Hanoverians:

The John Curtis Free Library has teamed up with the Boston Bruins to
participate in the 18th annual Boston Bruins PJ Drive to benefit Department
of Children and Families’ (DCF) Wonderfund and Cradles to Crayons. The PJ
Drive’s goal is to collect 10,000 pairs of new pajamas. Many of the
pajamas donated go to local DCF offices in the area in which they were
collected, benefitting local kids and teens. DCF estimates that at any
given time the agency is working with 50,000 babies, children and teens.

Bruins forward P.J. Axelsson and his wife, Siw, started the PJ drive during
the Boston Bruins 2007-2008 season as a way to give to give back to their
community. Libraries from across the state joined the PJ Drive in 2014 and
have collected over 53,000 pairs of pajamas since then. The Massachusetts
Board of Library Commissioners works with the Boston Bruins to coordinate
library participation.

The drive runs February 1 through March 15. The Hanover library’s goal
this year is to collect 100 new pajamas. The collection box is located in
the lobby by the main entrance.
