Opinion: National Fireworks site next steps

Dear fellow Hanoverians:

I don’t often publish “opinion pieces” from readers, but the importance of
this topic to all of us here in Hanover has led me to the following post.
Thanks, Kyra, for sending this information along. Your interest in our
community is very appreciated!

After listening to both Hanover and Hanson community meetings on National
Fireworks site status, Hanover resident Kyra Brissette believes that it is
clear the only option is for the National Fireworks site to be listed as a
Superfund site. The Hanover Select Board hasn’t decided whether to
support or oppose getting the site added to the National Priorities List,
but it has said that they will meet in February. Hanson has already voted
to support, and Pembroke will have a say too, since they border the site.
Editor’s note: Another alternative would be for the Town to do nothing
with the Fireworks site. Information from the EPA may be found here:
http://atotw.com/maillist/lt.php?tid=O7Gx6V+kXma3MHDa4qhB+nOGJcbcoesPsEA7fujqa2ZoqLt7nDOoRqoN783ZLADJ
.

According to Brissette, in the meantime cleanup has been funded by a
settlement with a former property owner, but the $74 million is close to
running out. The state tried to negotiate with the “potentially
responsible parties” ? the Department of Defense, the Massachusetts
Institute of Technology and National Coating Co. ? for more money but was
unsuccessful.

At the Hanover and Hanson meetings, officials said $200 million more is
needed to complete the project. It was suggested at both meetings that
community members from all towns reach out to the MA members of the House
and Senate Committees on Armed Services and ask for funding from the
Department of Defense to continue the work on the site until it becomes a
Superfund Site and the EPA can take over. According to Brissette, the
earliest that the site could be proposed for the National Priorities List
is August 2025.

Brissette asked that the following contact information be shared for those
inclined to communicate with them:

Volunteer in Book Sale Land

Dear fellow Hanoverians:

Volunteer in Book Sale Land at the John Curtis Free Library, Hanover!

Revenue from the sale of books and puzzles at the John Curtis Free Library,
534 Hanover Street, Hanover, provides programing, passes, and funds for
other needs at our local library.

Managed by a small group of dedicated volunteers, tasks include sorting and
shelving appropriate donations and maintaining the tidiness of the area.
Never knowing the condition of the room upon arrival, an hour +/- per visit
might be necessary.

Several volunteers choose to work one day a week. Others fill in the gaps
and work two or three days of a week, but only once every eight or nine
weeks. Each volunteer signs up for what meshes with personal commitments
when a new calendar is posted. Somehow it all works!

Although the book sale space is open to patrons whenever the library is
open, volunteers work at their convenience.

If you think this might be an activity you would be interested in, please
contact Emily Blampied, blampied@gmail.com. Your on-going help would be
very appreciated!

Reduce your property taxes? Here’s how…

Dear fellow Hanoverians:

Did you just get your property tax bill? Did you know that there are
“discounts” – more accurately known as exemptions, for certain residents
who meet certain criteria? There’s a great page on the town’s website with
all sorts of related information found here:
http://atotw.com/maillist/lt.php?tid=EaGrF2gFshSOCtGLu7QYV4bU/jtwcn4Pryhjq7jShsVoqLt7nDMoRqoN783ZLADJ
.

An exemption is a reduction of property taxes for residents who meet
certain qualifications. The various exemptions offered by Hanover through
the State of Massachusetts are the disabled veteran’s exemption, legally
blind exemption, surviving spouse, and minor child of a deceased parent
exemption, and the senior exemptions. If the property is in a trust, the
owner must be a trustee and have a significant beneficial interest in the
trust.

This flyer is super helpful:
http://atotw.com/maillist/lt.php?tid=R4zU2iuCeCiJ8Vc0zfShE4bU/jtwcg4Pryhjq7jShsVoqLt7nDPoRqoN783ZLADJ
. Please be advised that all exemption applications must be filed before
April 1, 2024.
For assistance and guidance during the application process, the Hanover
Assessing Office is ready to help answer your questions. Their main page
on the Town’s website is here:
