In these times of economic uncertainty, the Town of Hanover’s Capital Improvement Committee is particularly critical to the long term planning of major capital expenses in the town. The Committee solicits and receives capital improvement plans from departments and committees in town, and then reviews them and makes recommendations to the Advisory Committee and the Town for potential funding at Town Meeting.  Every proposed capital outlay involving the acquisition of land or an expenditure of at least $10,000 and having

Dear fellow Hanoverians:

“ATOTW” reader and pediatrician Susan =
Martin recently
sent me some great information.  It struck a chord with me because =
I am
routinely hollering at my kids to wear their bike helmets, especially as =
they
get older.  Did you know that it is a state law that children under =
16 need to
wear a helmet?  I don’t think I realized that it was up to =
age 16; what great
ammunition to quote to a reluctant teenager!  It surely was of =
concern to her
because she sees what happens when kids don’t wear helmets.  =
She
specifically mentioned seeing LOTS of kids in Hanover riding without =
helmets
this summer; hence her e-mail to me, and this one to you.  =

Here’s the text of the law for your =
information:

“Any person 16 years of age or younger =
operating a
bicycle or being carried as a passenger on a bicycle on a public way, =
bicycle
path or on any other public right-of-way shall wear a helmet. Said =
helmet shall
fit the person’s head, shall be secured to the person’s head by straps =
while
the bicycle is being operated, and shall meet the standards for helmets
established by the American National Standards Institute (ANSI Z 90.4) =
or
subsequent standards or the Snell Memorial Foundation’s nineteen hundred =
and
eighty-four standard for use in bicycling or subsequent =
standards.”

The law goes one step further as it addresses =
in-line skates
and other wheeled vehicles for kids:

“Any person 16 years of age or younger =
operating in
line skates, a skate board, a scooter or other manually-propelled =
wheeled
vehicle or riding as a passenger on any such manually-propelled vehicle =
on a
public way, bicycle path or on any other public right-of-way shall wear =
a
helmet. Such helmet shall fit the person’s head and be secured by =
straps
at all times while operating in line skates, scooters, skate board or =
other
manually-propelled wheeled vehicle and shall meet the standards for =
helmets
established by the American National Standards Institute (ANSI Z 90.4) =
or
subsequent standards or the Snell Memorial Foundation’s 1984 =
standard for
use in bicycling or subsequent standards.”

Dear fellow Hanoverians:

Mark your calendars and start training now for the North and South River Watershed’s Annual Great River Race!  Always a highlight of summer, this year’s event will surely not be an exception.  For you newbies, the North River (and its tributaries and off-shoots) is our border with Norwell, Pembroke and Hanson and is truly a Hanover treasure. If you haven’t had a chance to explore it, now is the time!  All skill levels, from novice to racer, are invited to participate in the race that is approximately 6 miles long. Non-motorized vessels including canoes, kayaks, rowboats, and rafts participate in the race piloted by people of all ages.  The race begins at the Union Street bridge (Norwell side) and ends at the Washington Street bridge with take out at the Hanover Canoe launch on Saturday,
August 22nd.

Dear fellow Hanoverians:

We have all dodged the cones and trucks along the =
northern/middle
portion of Route 53 for the past year and a half and work is progressing =
quite
nicely.  As someone who commutes through this portion of Route 53 =
most days, I
have to say that the project has been managed very well and delays have =
mostly
been kept to a minimum.  Good news – the Route 53 bridge over Route =
3 is about
to finally be reconstructed, too.  Hooray!  More delays, but =
all for the
eventual good.  Below please find an update from the Planning =
Department
regarding both of those projects, with special thanks to Andy Port, Town =
Planner:

Route 53 (Washington =
Street)
/ Route 3 Bridge:=

In mid-August 2009, the =
Massachusetts
Highway Department (MHD), through their consultant contractor (Aetna =
Bridge
Company) will re-start work on the long-awaited reconstruction of the
Washington Street (Route 53) over Route 3 bridge.  The anticipated
completion date for this project is July, 2012.  The location of =
this
project is shown on the map above.

The Bridge crossing will remain OPEN =
during
construction.  MassHighway and the Town ask for patience from the =
public
as this important traffic improvement project is underway.  =
However, there
may be some delays due to limited lane width and work space.  As =
such we
anticipate that residents, businesses, commuters, and the general public =
will
consider alternative routes as they deem =
necessary.

Route 53 (Washington =
Street)
Roadway Widening:=

Since April 2008, the Massachusetts =
Highway
Department (MHD), through their consultant contractor (Paolini =
Corporation) has
been widening an approximately one-mile length of Washington Street =
(Route 53)
in Hanover.  The limits of this widening project are between Mill =
Street
and Pond Street/Rawson Road.

Between August 4 & 7, 2009 the
contractor will be conducting final paving operations on the northern =
section
of this stretch of road.

Between August 10 & 11, 2009, =
the
contractor will be installing roadway lane striping.=

The remainder of the project =
(southern
roadway section) will be completed between August 2009 and October =
2010.

Businesses on Route 53, including =
those
along this stretch of Route 53 will remain OPEN during =
construction. 
MassHighway and the Town ask for patience from the public as this =
important
traffic improvement project is underway.  While this stretch of =
Route 53
will remain open to traffic during construction, there may be some =
delays due
to limited lane width and work space.  As such we anticipate that
residents, businesses, commuters, and the general public will consider =
alternative
routes as they deem necessary.

The project, once completed, will =
provide
additional lane capacity and a middle turning lane, matching the =
alignment
along Washington Street near the Hanover Mall.  The anticipated =
completion date
for this project is October 1, 2010.

or
complaints about work during the construction period, please contact the =
Town
of Hanover Planning Office (781-826-7641).  Detailed plans of the =
project
are available in the office for those who have concerns about the =
project other
than general questions.

With all the rain we =
had in
June, the mosquitoes have been brutal!  This information was posted =
on the
town’s website recently and I thought it would be of =
interest: 

Residents
of Hanover can request their property be sprayed for mosquitoes free of =
charge.
Spraying is done by the Plymouth County Mosquito Control Project and =
typically
takes place between 4 a.m. and 8 a.m. Monday – Friday.  =
Please e-mail
your request to be sprayed to health@hanover-ma.gov =
. You must include your street address, last name =
and your
phone number. You may only request your property to be sprayed.  =
Each property
owner must send their own e-mail.  It would be most effective if as =
many people
on your street request spraying at the same time. If you do not have =
access to
a computer, you may call the Hanover Health Office at (781) 826-4611 =
(e-mails
are preferred).  For a description of the pesticides most commonly =
used at
Plymouth County Mosquito Control Project, or a list of frequently asked
questions, please visit their website at www.plymouthmosquito.com =
.

I will add that my neighbors and I sent in our =
requests two
weeks ago, and we were finally sprayed this morning.  According to =
the folks at
Mosquito Control, they have been backed up because of the rain.  So =
it does take
some time!  Just fyi.
