Dear fellow Hanoverians:

Mercy Sews, a ministry of the Holy Mothers Collaborative in Hanover, is
seeking new members to sew masks for the Navajo Nation, the largest Indian
reservation in the United States, that now has the highest per capita rate
of Covid-19 in the country, higher even than New York.

Mercy Sews was originally formed in 2016 to sew dresses and ship tee shirts
for girls and boys to the Central African Republic, one of the poorest
countries on earth. So far, the ministry has sent more than 3,000 dresses
and 3,700 tee shirts to Africa.

In the face of the pandemic, however, the ministry temporarily shifted its
focus to help those on the front lines fighting the virus locally. Mercy
Sews provided more than 2,000 masks to hospitals and health care facilities
such as Brockton Hospital, the South Shore Visiting Nurses Association, and
the Brockton VA Hospital, as well as other institutions including local
nursing homes, hospices, food banks, and the Suffolk County Women’s
Correctional facility.

Although Mercy Sews is a Catholic ministry, they welcome people of all
faiths who would like to join them in helping the Navajo Nation and others

I am delighted that one of our newest members of the Board of the
Selectmen, Vanessa O’Connor, has agreed to let me share this brief summary
that she wrote regarding last night’s Town Meeting, as follows:

“Thank you to all who participated in very successful Special and Annual
Town Meetings yesterday. Starland and the Town put in a great deal of work
to provide a safe space to hold the meeting.

Please see below for a brief summary of the key takeaways—I note that the
below is by no means a comprehensive summary of the Meetings, which will be
available to watch on demand through HCTV and are currently available on
the Town Facebook page.

Article 7. Community Preservation Home Rule Act: FAILED

This Article was to authorize the Board of Selectmen to petition the
General Court of the Commonwealth to enact a Home Rule Act temporarily
(from 7/1/2020 to 6/30/2022) reducing the Community Preservation Act
(“CPA”) Surcharge from 3% to 1.2% (or the minimal amount require to
cover existing obligations). The purpose of the Article was to afford
temporary relief to Hanover residents arising out of COVID-19 and the
resulting impact on the overall economy. The motion failed, meaning the CPA
Surcharge will remain at 3%.

Article 8. General Fund Operating Budget: PASSED

While several amendments were proposed to the Budget, this motion
ultimately passed as presented in the Warrant. The FY2021 budget represents
the lowest yearly percent real estate tax increase for the average
homeowners in 12 years. While Free Cash is being used to balance the
Budget, we will continue to meet our goal of maintaining a 3%-5% reserve.
We will continue to face immense challenges relating to the economic
ramifications of the ongoing COVID-19 pandemic as we prepare the FY 2022
Budget.

As the issue of C&D disposal came up during the debate on this Article, I
note that while today remains the final day that the Transfer Station will
accept C&D waste, the issue will likely be revisited by the Board of
Selectmen this year. It is clear that many residents want this service back
but we face the challenges posed by abuse of C&D disposal by both residents
and non-residents as well as the high cost incurred by the town to dispose
of C&D material.

Article 25. Petition General Court – All Alcohol Beverage Licenses for
Demoulas Supermarket: FAILED

This Article sought to have the Town petition the General Court of the
Commonwealth to adopt special legislation granting the Board of Selectmen
authority to issue an off-premises liquor license to the owners of the
Market Basket coming to Hanover Crossing. After a lengthy debate, the
motion failed.”

Hanover’s Special and Annual Town Meetings are Monday, June 29th, tomorrow
as I write this, at Starland, 645 Washington Street. The Special Town
Meeting will start at 7:00 p.m. and the Annual Town Meeting will start at
7:30 p.m. Some tips from our Town Moderator Doug Thomson to make your
Town-Meeting-in-a-pandemic easier:

“Everyone will enter through the South end of the building, which is the
far right as you face it. It is the end door on the lower level near the
mini golf. You will be required to be wearing a mask to enter the facility.

Outside the building, you will cue up with 6 foot spacing just like we have
all gotten used to at the supermarket. (Editor’s hope-this-is-helpful
note: it is supposed to rain – bring an umbrella/raincoat in case there is
a line.) As you enter the building, you will be directed to any one of
multiple (4) tables to check in. You do not need to know your precinct or
go to any precinct-specific table. (Town Clerk’s hope-this-is-helpful note:
If you are an out-of-town non-voting visitor, there will also be a
separate table for you to sign in – for contact tracing purposes.) After
checking in, you will be directed on down the hall to the main room
entrance, and onward to your seat.

Chairs will be arranged at 6 foot+ spacing throughout the facility. You
will be directed to the next sequential seat as you enter. We need to have
this organization to operate safely and efficiently so please just take the
seat you are given. There will be no close seating, regardless who you walk
in with. You can sit close together when you get back home. Please do not
move any chairs from their placed location.

Plan on arriving a bit early as it may take a while to get everyone checked
in and seated. (Town Clerk’s hope-this-is-helpful note: check in will
start at 6:15 p.m.) This is a new challenge for everyone involved so
please try to be patient and considerate. Masks will be required to enter
the building and should be worn throughout the meeting to the maximum
extent possible. If you need to briefly remove your mask during the
meeting, please do so while seated. One side note – please don’t bring
your children with you this year. I like having kids experience government
too but with the social distancing setup and a limited non-resident
section, it’s too difficult. Thanks.

I will have more details on the operation of the meeting but, suffice to
say, it will be as close to normal as possible, albeit probably slower
because speakers will have further to travel to reach the stand
microphones. Feel free to PM or email me (my address is on the Town’s

Dear fellow Hanoverians:

What a day! Unofficially, 2,234 Hanover residents showed up or voted by
mail in the middle of a pandemic for a local election. That’s the highest
Annual Town Election vote total since I have been Hanover’s Town Clerk. I
am so proud of you, Hanover – that’s over 20% for a local election. Who
does that? Hanover does! The unofficial election results are attached to
this e-mail.

Further congratulations to Rhonda Nyman and Vanessa O’Connor – our newest
(do I need to mention two female?!) members of the Board of Selectman, and
to Ruth Lynch and Pete Miraglia, our returning and new (respectively)
members of the School Committee.

But for me, your election administrator, I am most proud of the good folks
who made all of this happen. They put themselves at risk so that democracy
could be served. It was our version of the front lines, and I could not be
more proud of the work we did yesterday. Every precinct balanced perfectly,
and of course, every single vote was counted! The booths were cleaned after
every voter, and every single voter wore a mask, stood in line, social
distanced, and was extraordinarily patient. Some of the folks who chipped
in represented HFD, HPD, HEMA, CERT, HHS, HDPW, HCDMI, Hanover Town Hall,
COVID-19 special volunteers, and my heroes, all of Hanover’s election
workers. From the bottom of my heart, thank you!

Today’s the day, Hanover! Polls are open from 12 noon – 6:00 p.m. at
Hanover High School. The front doors will be locked; walk around or just
drive around and park in the back. Wear a mask. Plan to follow the lines,
stand on the dots, and wait. We have thousands of pens. Booths will be
cleaned after each person. Can’t believe I am saying this, but leave the
kids home if you can.

Grateful to and proud of the literally hundreds of people who are making
today happen. We’ve got this!

ALL vote-by-mail ballots must be returned to the Hanover Town Clerk’s
Office by Friday June 26th at 12 noon, or to a Warden at the HHS polls
between 12 noon – 6:00 p.m. on Saturday, June 27th.

Postmarks for this local election DO NOT COUNT, despite what you may have
read regarding other states’ laws or even other state elections here in
Hanover. Ballots received after 6:00 p.m. on Saturday night will NOT be
counted.

If you have not voted yet, the Town Clerk’s Office (lower level side
parking lot door only) will be open for walk-in absentee voters between
8:00 a.m. – 12 noon on Friday, June 26th, OR come to the Hanover High
School polls (back parking lot door only) from 12 noon – 6:00 p.m. on
Saturday, June 27th and vote in person there. Wear a mask and expect to
social distance and wait in line.

It’s that time of the year! First, please return your Vote by Mail ballot.
We have received only 555 out of 962 requested early or absentee ballots
as of June 18th. We’ve got some work to do, Hanover! Let’s do this!
Ballots can be returned in the front door mail slot of Town Hall by 12 noon
on Friday, June 26th, or directly to the polls at HHS from 12 noon – 6:00
p.m. on Saturday, June 27th. Ballots must be returned to the polls by 6:00
p.m. on the 27th in order to be counted. Postmarks don’t count!

Next, the Annual Town Election will be Saturday, June 27th from 12 noon to
6:00 p.m. at Hanover High School. There’s a race for Selectman, and a late
write-in for School Committee made that a race too. Social distancing and
masks will be expected and please bring your own black pen. Plan to wait

Dear fellow Hanoverians:

The First Congregational Church of Hanover recently honored their interim
pastor, The Reverend Doctor John Terry, on the 50th anniversary of his
ordination as a minister. Reverend Terry was presented with an inscripted
silver communion chalice by the congregation. He also received many
congratulatory emails, texts, cards, and letters from the churches he has
served since 1970, as well as others in the ministry. He has been the
minister at First Congregational Church since the Fall of 2019. He will
remain in Hanover until a call is issued for a permanent or settled
minister. Reverend Terry was one of the speakers at the recent vigil for
George Floyd and other lives lost to racism.

Most recently, Reverend Terry served at Plymouth Congregational Church in
Syracuse, New York, and before that at First Church in Sandwich, MA. He has
been preaching virtual sermons during the COVID-19 pandemic. Sermons may be
found on the church website at www.fcchanover.org. He may be contacted
through the church website or by calling the church office at 781-826-4762.

We’re getting a little tight on time to vote early by mail in the June 27th
Annual Town Election. At this point, residents are encouraged to drop
their applications or ballots in the front door mail slot of Town Hall
rather than relying on snail mail to get them to Town Hall on time. EARLY
ballots by mail are available to anyone without an excuse for this
election!

Additionally, even though the rest of Town Hall is closed to the public,
beginning Monday June 15th, the Hanover Town Clerk’s Office will be open
for essential services, including in-person absentee voting from 8:00 a.m.
– 12 noon. Masks are expected and please bring your own black pen.
Absentee ballots are available for anyone who will be out of town during
polling hours (12 noon – 6:00 p.m.) on June 27th, has a physical disability
(which for this year includes “fear of COVID-19”), or if your religious
beliefs prevent you from coming to the polls on June 27th. Here is the
