Dear fellow Hanoverians:

As the Town Moderator suggested just now, and I agree, that was one of
the best two-night Town Meetings we have had in years!
At the beginning of this evening’s meeting, I never would have
guessed that we would finish Town Meeting’s business before 11:00
p.m., much less this evening. But debate was healthy and helpful on
the articles that needed it, and quick and easy on the articles that
made sense.
A brief re-cap for those interested:
1) The deputy fire chief will remain under the provisions of Civil
Service Laws and Rules
2) We did not accept the proposal to renovate and construct on 645
Center Street
3) We voted to demolish Curtis School
4) Your fees for food permits, perc tests, disposal of construction
demolition materials over 100 pounds, and electrical and plumbing work
all will go up as of July 1st
5) We named the new high school auditorium after Bob Nyman
6) We took step one toward bonding (for ten years) the expenditure of
$8.5 million dollars to improve our roads; step two will occur on
Saturday at the ballot box
7) And we decided to keep the Town Clerk an elected position (so the
question on the ballot on Saturday is moot).
A reminder that Election Day is Saturday, May 7th. The polls are open
from 8:00 a.m. to 6:00 p.m.

Town Meeting started off deliberately and with great consideration
given to several big issues this evening. After authorizing the
Selectmen to exercise their first right of refusal and purchase the 20
acres of forested property off of Circuit Street, we then spent the
better part of an hour and a half discussing the legal issues
surrounding the consolidation of the maintenance functions for the
town and school buildings. We finished up with extensive discussion on
Article 16, and will pick up with Article 17 at 7:00 p.m. Tuesday
night.

Roll up your sleeves; we are in this one for the long haul!

Article 28 at this week’s Annual Town Meeting introduces a request
for $75,000 “for the demolition or repair of the Curtis School”.

A facilities study for the town recently made the following
recommendation for the future of Curtis School:

“Based upon evaluation of this building, and upon consideration of
the various needs expressed by members of the community and the Town
administration, our recommendation to salvage only the basic exterior
historic envelope of this building, to the extent possible, and to
restructure, redesign, and reconstruct the building to serve as a
satellite fire station serving the north end of town.

Prior to undertaking this work, a program of stabilization of the
current structure needs to be put into action, in order to prevent
further deterioration. And a design project should be undertaken, to
study the feasibility of re-use in more depth, including a program for
the proposed satellite fire station, schematic designs, and cost
estimates.”

“SPRING FLING” Church Fair to feature area crafts and vendors;
proceeds to benefit community service

Local artisans and vendors including Shining Stones handmade jewelry,
Stella and Dot, Ellis Lynn Studio, Mary Kay, Perfect in Pink
children’s jewelry, and Tastefully Simple will gather together for the
annual St. Andrew’s Episcopal Church Spring Fling. Artisans will be
present to display and discuss their work and will offer items for
sale and raffle.

Also available for purchase will be plants from local gardens,
decorative pots, and books, including children’s books. Coffee and
light refreshments will be available.

Proceeds from the Spring Fling will benefit the ongoing mission and
ministry of St. Andrew’s which has supported local food pantries,
Habitat for Humanity building projects, hurricane relief and
rebuilding efforts in Mississippi, and service to people in need as
far away as Haiti and India.

Dear fellow Hanoverians:

I have had several lengthy conversations regarding Article 11 on the
Annual Town Meeting Warrant recently that I thought would be of
interest to you, dear readers. Over the past 18 months, the Selectmen
and the School Committee have negotiated in good faith in order to
come to a “Memorandum of Agreement” (MOA) that specifies the
provisions of the consolidation of the School Maintenance Department
and the Town’s Maintenance Department. Both parties were in agreement
that the two maintenance departments should be managed by the new
Facilities Manager. Recently, however, a major sticking point has
surfaced.

Instead of using the MOA as the basis for consolidation of the two
maintenance departments, Article 11, as sponsored by the Selectmen and
the Town Manager, requests authorization under Massachusetts General
Laws Chapter 71, Section 68 (first drafted in 1827) for “the Town to
have General Charge and Superintendence of schoolhouses, and keep them
in good order for the Town of Hanover…”. The Selectmen received a
legal opinion from Town Counsel (that is attached) stating that this
statute would consolidate the maintenance functions of Town-owned and
School-owned buildings, and regardless of the existing MOA.

In response, the School Committee has received a legal opinion from
School Counsel (also attached) that suggests the town instead adopt
the provisions of M.G.L. Chapter 71, Section 37M (first drafted in
1992). According to School Council, this statute consolidates the
maintenance functions of the Town-owned and School-owned buildings,
and has several distinctions that the schools are arguing are in the
best interests of the children of Hanover. One of the most notable
distinctions is that the Selectman’s recommendation (Section 68) does
not allow the School Committee the ability to revoke the consolidation
agreement, while the School Committee’s recommendation (Section 37M)
allows either party to rescind the consolidation agreement with a
majority vote.

This issue will be debated on Town Meeting floor – most likely on
Monday night since it appears so early in the warrant. Please take the
time to read the attached legal opinions (there is also a third
opinion from town counsel in response to the school counsel opinion)
to help you to form your own views before voting this Monday!

Dear fellow Hanoverians:

At the Special Town Meeting that begins at 7:30 p.m. this Monday,
there will be an article that would authorize the Selectmen to
exercise their first right of refusal to purchase some open space
property here in Hanover.

The “Denham Property”, as it is known, consists of approximately
20 acres located between Hillside Drive and Homer and Winslow Streets
on Circuit Street. Less than three weeks ago the Town of Hanover was
presented the opportunity to purchase this property. We have this
right because the property has been under a special tax rate as a tree
farm for many years. It is under a Purchase and Sales agreement with a
local developer, JS Barry Development for $550,000, so if the town
does not buy it, the developer will.

Come debate the merits of this open space purchase at the Special Town
Meeting at 7:30 p.m. on Monday!

Children’s Dance Ensemble to stage benefit performance:
Dance For A Cure

Each spring, Childrenâ??s Dance Ensemble stages a benefit performance
in which to raise funds for a charitable organization. Under the
artistic direction of MaryLou Cunningham, RAD, RTS, Childrenâ??s Dance
Ensemble is the resident pre-professional dance company of Dance
Workshop of Hanover, and is comprised of talented young dancers
between the ages of 13 and 18. Ms. Cunningham, along with Dance
Workshop of Hanover instructors Lindsey Pabst and Nicole Pavone, has
been rehearsing with the dancers each weekend, setting new
choreography especially for this event. Also featured, will be several
pieces choreographed by instructor Deirdre Lewis. CDEâ??s diverse
repertoire includes originally choreographed works for ballet, jazz
and contemporary dance, as well as many of the classic ballets.

Wonâ??t you join Childrenâ??s Dance Ensemble for an enjoyable evening
as they â??Dance for a Cureâ??? Please help them in the battle against

request for volunteer help from the Hanover Food Pantry previously

One of the most entertaining and important events in the life of our
town begins next Monday, May 2nd with a Special Town Meeting to close
out FY â??11 business beginning at 7:30 p.m. and the Annual Town
Meeting to open up FY â??12 business beginning at 8:00 p.m. Both
events will occur for the last (!) time in the soon-to-be-replaced
Hanover High School.
Although there are only 63 articles on the warrant, discussions
leading up to Town Meeting have highlighted several hot-button items
such as the future of the town-owned 645 Center Street property, the
potential consolidation of town and school maintenance departments,
proposed amendments to the Town Manager Act, the potential demolition
of Curtis School, the requested removal of the Deputy Fire Chief from
the provisions of Civil Service Law, possible changes to the
Interchange District that borders the Walnut Hill neighborhood, and
potential increases in fees for business before the Board of Health,
disposal of residential construction debris, and fees for commercial
and residential electric, gas and plumbing permits. A big ticket item
that caught my eye was the request to borrow $8.5 million to improve
the townâ??s infrastructure, and a sure sentimental favorite is the
move afoot to name the new Hanover High Auditorium after Bob Nyman.
Think the Town Clerk should remain an elected position? Youâ??ll need
to stay until the bitter end â?? thatâ??s Article 62!

Have you ever wished you could meet and speak with Mrs. Eleanor
Roosevelt? Well now you can. The Hanover Womanâ??s Club Jrs. is happy
to offer an evening with Eleanor, presented by Elena Dodd at the
Phoenix Lodge on Broadway on May 11, 2011. Elena Dodd a graduate of
Wellesley College and Boston University has been portraying Eleanor
Roosevelt since 1991 all over the United States , Europe and Asia.
With the help and direction of Josephine Lane, Ms. Dodd will take you
through Eleanorâ??s marriage to Franklin D. Roosevelt, her â??life in
a goldfish bowlâ?? as First Lady and her journey to personal
fulfillment. After the one act play â??Mrs. Râ?? will answer questions
from the audience.

A limited number of tickets are available at the Town Clerkâ??s office
at Hanover Town Hall. The price of each ticket is $25 and includes
dinner , refreshments and dessert. There will be a social hour
starting at 6:30 p.m. and dinner will be served at 7:00 p.m. The play
itself will start at 8:00 p.m.
