A 1988 graduate of Hanover High School, Jocelyn was born and lived more
than 15 years in town with her parents, Bob and Elaine Reardon, and her
brother, Sean. She returned to Hanover 15 years ago with her husband, Dave,
HHS ’87. They have two sons in the Hanover Schools.

Experience:
Jocelyn has spent the past 25 years in leadership roles at technology
organizations across healthcare, financial services, and as an independent
management consultant. Highlights include:
• Leading executive teams through strategy and priority planning to
align operations to goals across a staff of 3,000
• Leading a weekly Executive Operating Committee at an $85M health
IT company
• Managing large-scale transformation programs to ensure
organizations were setup to support corporate goals
Jocelyn is a ‘92 graduate of Smith College with a major in US History and
minor in US Government. Within Hanover, Jocelyn has worked as an election
worker, supported override campaigns, was an appointed member of the Open
Space Committee, and actively participates in her children’s schools,
sports, and local community organizations.

Main Challenges:
Communication— Ensure transparency of town project plans and that
residents’ voices are heard; Improve collaboration and accountability
between volunteer, appointed and elected citizens and town leadership.
Fiscal —Set specific goals for route 53 revitalization, Sylvester School
renovation, and other large redevelopment projects that prioritize
residents’ concerns to maintain rural charm, while preparing Hanover to
meet growing service demands for the next 50 years. Address the rising tax
burden on all residents. Continue work with town and local resources to
slow the trend of our senior citizens leaving town due to cost of living
increases.
It will be critical to continue the momentum underway to increase the
commercial tax base in Hanover. This will require working with business
leaders and local regional government to attract business and services
specific to the needs of Hanover residents. Actively participate in budget
build process to ensure the town is making smart choices about which
projects to complete and when. Understand use-plans for town assets,
ensuring opportunities for reuse today, while maintaining flexibility and
stores to meet future needs.
Safety – Create a visible, everyman-accessible format for residents to
understand current water demands and challenges. Ensure our first
responders—fire, police and supporting services—have the resources
needed for our growing population and increasing density. Build upon the
existing Fireworks site plan, addressing current and future risks.
Changing Town Government—Jocelyn is an enthusiastic proponent of our move
to a Town Manager structure, and could not be more pleased with the
efficiency, opportunities, and professionalism this move has brought to
town. Now is the time to clearly establish the role for today’s Selectmen
to shape the policy, goal setting and strategy of the Board for the coming
decades.

Jocelyn has an undeniable ability to get things job done. She has worked
hard to make smart, pragmatic choices in life and believes she will be able
to successfully carry these traits over to serving the Town of Hanover.

I have lived in Hanover for over 24 years with my husband Mike and our 3
children. During most of that time, I’ve been very involved with the
town, both as an employee and as a volunteer for a variety of
organizations. From 1993-2005, I worked as secretary to the Hanover Zoning
Board of Appeals. I left this position for family reasons, returning to the
work force in 2010 to work for the Norwell Planning Board. I recently
retired so am available to devote the time needed to serve as Trustee.

My most recent volunteer experience has been with the Friends of the John
Curtis Library. I joined this wonderful group about 7-8 years ago. I helped
with book sales as well as organizing the book sale room prior to beginning
my job in Norwell. Since then, my support has mainly been financial. Other
volunteer positions I’ve held include: 10 years with the HPTA in a
variety of positions at Cedar School, Hanover High School and town-wide; 5
years coordinating the Destination Imagination program in Hanover,
including hosting and the logistical planning for the regional tournament;
4 years with the Hanover Foundation of Educational Enrichment; and 2 years
as Committee Chairperson for Cub Scout Pack 37. I was also a member of the
Hanover Newcomers Club for 8-10 years, one of which I served as President.

Prior to having my children, I worked as a Human Resources professional for
8 years. For 5 years, I was the Assistant Director of Human Resources for
the CPA firm, Laventhol & Horwath. Prior to that position, I was an
Employment Representative at Cullinet Software.

What are the major issues confronting the town which involve your office?
Please express your opinion on these issues and how you proposed to deal
with them.

The major issue for the John Curtis Library is finding a replacement for
our library director, Lorraine Welch. I’m hopeful that the Trustees will
be given the opportunity to be involved in the hiring process. I believe my
years in recruiting and employee relations will be an asset to this search.

Why are you running for this office?

Now that I’m retired and have more flexibility with my time, I would like
to get involved in public service in Hanover. I can think of no better
place to do so than the John Curtis Library. I’m looking forward to
working with the library staff, its volunteers and the community. Thank you

I believe my years serving on the DPW Board (2005-2010), the last 3 years
on the Board of Selectmen and currently working at the Massachusetts State
House gives me the insight on how State and Town government works. My
years working for State Representative Robert J. Nyman gave me the ability
to learn how important constituent service is and how it plays a part in
town government.

What are the major issues confronting the town which involve your office?
Please express your opinion on these issues and how you propose to deal
with them.
Currently, I believe there are 3 major issues confronting the town; Senior
Housing, Water Quality, and the future of the Hanover Mall.
1. Senior Housing-
Making Hanover a place where our seniors who have built a life, raised
children, and contributed to our community, can continue to live affordably
is an important priority. Recently, a bill was filed at the State House
with the Committee on Revenue (HB 1524). This bill would create a local
option to provide a residential property exemption for taxpayers who
qualify for the senior circuit breaker tax credit. I would like to see if
we could create a local version of this bill. In addition, creating more
housing – like the current Sylvester School Project – should be supported
and pursued.

2. Water Quality-
This has been a priority for me, as both a DPW Commissioner and a
Selectman. Although, there have been some hiccups along the way, our hard
work is beginning to pay off. We just received a briefing from DPW
Director Victor Diniak, and our testing for chlorine byproducts is at its
lowest level in years. That doesn’t sound very exciting, but it is good
news and is indicative of the hard work and investment in our water system
that is delivering cleaner, better water to the residents of Hanover.
We’re enhancing our social media outreach and have an aggressive program
to keep residents informed on flushing, construction, and system
improvements. I will continue to support our treatment and distribution
systems, including significant water main replacement projects.

3. Hanover Mall-
More than a generation ago, the Hanover Mall was constructed and was a
state-of-the-art retail facility. Over the years, the mall’s position as
the premier shopping location on the South Shore faded away. Today, we
have an opportunity to partner with the new owners and restore the Hanover
Mall to its rightful position as the town’s economic engine. I support
working closely with PREP, the new owners, to protect the town and create
new value and new tax revenue. This is an incredible opportunity to
create new tax revenue that we can invest in our community and our future.

Why are you running for this office?
Boston Magazine recently named Hanover as one of the “Top Places to
Live” on the South Shore. That doesn’t happen by accident and I am
proud of our success. I care about this community and I want to continue
to help move Hanover forward. I enjoy volunteering and serving as a member
on the Board of Selectmen and would appreciate your vote on May 6th.

I would welcome the opportunity to continue to serve Hanover as a member of
the School Committee. Four years ago I was appointed to fill a vacancy.
The next year I was elected to serve on the School Committee. I have
served as Vice-Chairperson for the past two years.

One of the reasons that I’ve chosen to run for office again is to
continue to work with Superintendent Matthew Ferron and his incredible
administrative team. I appreciate and value the vision developed by our
Superintendent. He is committed to creating and maintaining a level of
educational excellence that all students deserve. Working with him and his
dedicated staff has reaffirmed for me that the Hanover school system must
continue to prepare all students for the 21st century. If you have not had
the opportunity to visit our schools lately, I would encourage you to
attend one of the many events held at our different schools. Just check
the on-line district calendar. I’m sure you’ll come away with an
incredible sense of how amazing and talented our youngsters are under the
direction of teachers who honestly care about their students.

My husband and I have lived in Hanover for over 45 years. All three of our
children graduated from Hanover High. With the skills and knowledge they
developed during their years in the Hanover schools, they were prepared for
college and a career. I will work to ensure that the same opportunity is
available for all the children of our town.

One of the most important responsibilities of the committee is to approve
the school department budget. After a great deal of preparation by the
superintendent and his staff, the School Committee just recently passed the
2018 budget. It is my hope that the town of Hanover will continue to
support our schools. Not only is it the responsibility of the committee to
provide for our student’s academic needs, but we must also meet the other
components of a total education. The fine arts programs, the music
programs and educational athletics are all a critical part of a student’s
education. I would be committed to ensure that the Hanover Schools provide
the very best for the children of our town.
With my background as an educator, I believe that my perspective and
experience has been helpful to the committee. I was a teacher for 11 years
and then became a high school principal. My most recent position was the
principal of our neighboring community, Pembroke. It was a special
opportunity to be part of a new school system.

After 28 wonderful years working in schools, I retired six years ago.
Since my retirement, I have been involved in several projects; however,
serving our town has been the most satisfying. I hope to be re-elected to
the School Committee so that I can continue to serve. I have always been
proud to be a Hanoverian!

New check-in process at Town Meeting – bring your driver’s license if you want to try it!

Dear fellow Hanoverians:

Hanover Town Clerk Catherine Harder-Bernier announced that a pilot
demonstration of KNOWiNK Poll Pads will occur for the first time to check
in registered voters at Town Meeting on May 1st, 2017.

According to Harder-Bernier, “KNOWiNK Poll Pads are the latest iPad-based
technology that has been approved by the Commonwealth of Massachusetts to
assist both voters and election workers alike. You may use your driver’s
license or Mass ID to check in! Using a state-issued ID will speed up the
process, but Massachusetts law does not require you to do so. If you wish
to state your name and address to check in, you may still do so. Poll Pads
have been on my radar and wish list for years, but they were only recently
approved for use in Massachusetts. We can’t wait to try them out!”

Harder-Bernier continued, “Representative David DeCoste reached out last
week and together we were able to add Poll Pads to a House budget amendment
request. We won’t know until early summer if the request is approved.
At the same time, I quickly worked with LHS Associates to obtain both a
quote for the House budget process and this free demonstration at our
upcoming Town Meeting. We are thrilled to be on the cutting edge of this

Around Town on the Web. There are five contested races on May 6th, and all
of the candidates have been invited to submit the following information, as
it was submitted to the Hanover Women’s Club, Juniors, for their
Candidate’s Night. The information you receive ATOTW will be exactly as it
was submitted by the candidate.

Please list relevant experience (education, vocation, etc.) you feel will
be useful in the office you are seeking.
I am a veteran of the U.S. Marine Corps where I learned thoughtful
leadership and a strong work ethic. In the infantry and security forces I
was responsible for supervising over a hundred personnel and for
maintaining the security of our nation’s strategic weapons.
After the Marines, I worked for the U.S. Military Sealift Command in Italy
where I learned efficient process development. I assisted in the
development of deployment plans for our military personnel and assets
around the world. I also completed my bachelor’s degree in computer
science and directly applied these skills to my job. I engineered
integrated information technology and process-based solutions as well as
redesigned business processes for efficiency by implementing cross-system
integration and automation.
I attended law school at Boston University and have my own practice.
Working directly with clients has helped me to develop problem solving and
interpersonal skills. I have learned that not all problems require
aggressive advocacy. Many disagreements can be solved through thoughtful
discussions and finding common ground.
Since moving to town I have volunteered as the vice-chair of the Advisory
Committee and as the chair of the Master Plan Committee. This experience
has provided me with a better understanding of the Town finances, budget
process, and overall town planning.

What are the major issues confronting the town which involve your office?
Please express your opinion on these issues and how you propose to deal
with them.
The revitalization of Route 53, and especially the Mall, is key to the
Town’s future and any hope of easing the residential tax burden. The
Board of Selectmen will be intricate in the negotiation of the Tax
Increment Financing agreement with the Mall. It is important that we
address the negotiations with the Mall in a thoughtful and financially
responsible manner. My financial experience on the Advisory Committee and
negotiation experience as an attorney will help me in these efforts.
Many residents perceive a challenge in Town with open communication and
transparency. The Board of Selectmen are the primary policy-making body in
Town and should focus their efforts on making it easier for residents to
stay informed and get involved. My legal experience will help me to draft
and evaluate formal policies and my technology background will help me to
develop creative communication solutions.
It is essential that we develop a comprehensive long-term plan for Town
facilities, buildings, resources, and development. Presenting last-minute
plans without sufficient forethought or resident input causes turmoil
throughout Town. Two such examples are the recent suggestions to re-zone
the St. Mary’s property as commercial and combine the Town Planner and
Conservator Agent positions. I am working as the chair of the Master Plan
Committee to develop a thoughtful plan and will bring this experience to
the Board of Selectmen to ensure that all suggestions are properly
considered through the appropriate volunteer committees.

Why are you running for this office?
Since moving to Hanover, my wife Heidi and I have fallen in love with
community and have made many great friendships. We are proud to call
Hanover our home. My main reasons for volunteering to help in Town are my
four-year-old daughter Abby, two-year-old son Henry, and third child on the
way. I plan on living here with my family for many years and feel that my
experience provides me with a unique perspective and set of skills that
will be helpful to the Town as a member of the Board of Selectmen.

An Evening in Israel…in Hanover

Dear fellow Hanoverians:

The First Congregational Church of Hanover is proud to present “An
Evening in Israel”, followed by a charity auction in support of the
United Nations Humanitarian Action, UNICEF on Saturday, April 29th at 5:00
p.m. Members of the church recently traveled to Israel, and they have
brought back new insights on the needs of children in the area surrounding
Jerusalem. To raise funds which will go directly to UNICEF, the Stewardship
Committee will be auctioning baskets with the theme “Do What You Love”,
which will emphasize hobbies and passions.

The evening will feature Middle Eastern cuisine, a lively slide show
presentation, and the opportunity to talk with those who enjoyed this life
altering trip. The event is free and open to the community.

First Congregational Church of Hanover has been a congregation serving the
Town of Hanover and surrounding area since the town’s inception. It is
located in Hanover Center at 547 Hanover Street.
