The lawsuit regarding the high school construction project continues to move
toward the March 1st hearing in the Supreme Judicial Court. Recently, the
Attorney General motioned to intervene in the suit against the town. Her
motion to intervene, as filed by AAG Kevin Conroy, may be found here:

this means that the AG would like to join the 10 taxpayers as an Appellant
in the suit.

Below please find an update regarding Woodland Village, the proposed 40B
project on the Route 53 Interchange District. Many thanks to Hanover
resident Laura Rappaport for her time and energies spent tracking down this
info.

Recently, the town approved the Barstow Village project, which put the town
at a percentage of low income housing that allows the town a 2 year
moratorium on approving 40B projects. The developer of Woodland Village has
filed an appeal with the Dept. of Housing & Community Development (DHCD) to
dispute this. A copy of the developer’s appeal may be found here:

the DHCD found in favor of the Town of Hanover. As you may remember, a
Public Hearing was opened by the Hanover Zoning Board of Appeals (ZBA) to
hear the developer’s proposal for the Woodland Village 40B project on
December 28, 2009. At the request of the developer, the Public Hearing was
continued to first this past Monday, and now until March 8th, 2010.

The developer has also requested a meeting with the residents of Walnut Hill
to explain his plan and answer any questions about his proposed project.
This meeting is scheduled for Wednesday, March 3, 2010 at 7:00 p.m. at the
Town Hall. The developer wants to amend the zoning bylaws passed at the
Sept. 2008 Special Town meeting. These amendments could potentially include
lessening the buffer zones between residences and the project, allow
buildings up to 7 story units, and lessening the restrictions on what type
of business would be allowed in the Interchange District.

An e-mail account has been set up by Hanover residents for the sole purpose
of keeping fellow residents informed about meetings and other developments
concerning the Woodland Village LLC project. If you would like to be

Dear fellow Hanoverians:

There has been quite a bit of discussion lately about the impending budget
cuts for Fiscal Year 2011 in the Town of Hanover. The town has asked EVERY
department that is funded by the General Fund (read: our taxes, etc.) to
provide a level-funded budget for FY’11. Exact details will be forthcoming
as we get closer to Town Meeting, but already there are rumblings about the
cuts that will be necessary in almost every department in order to meet
rising costs and still reach level funding. Please understand that a "level
funded budget" means reductions. Since this is the second year in a row of
"level funding", this is the third year that the town departments have been
asked to live with the same budget number.

The School Committee will be presenting its Fiscal Year 2011 budget to the
Advisory Committee at 7:15 p.m. on February 24th in the first floor hearing
room at Town Hall. In order to meet the level funding request, the School
Committee has offered up such solutions as cutting 4 of the 6 kindergarten
aides.

As Suzanne Brady, chair of the School Committee has said:

"At the numbers we are working with, the school committee budget comes up
approximately $1.4 million dollars short for next year. We are fortunate to
have an approximate $500,000 offset from the Federal grants – ARRA/SFSF, but
this still leaves us approximately $847,000 short. We had to make some very
hard decisions to meet this request."

While it is not the role of ATOTW to offer opinions or attempt to persuade,
it is absolutely my intention to continue to provide factual information
that will keep you up to date as we move forward toward Town Meeting. I
urge you to send me any updates as you learn of them because I can only be
so many places at once!

Tuesday, February 16th. That means that you have until THIS MONDAY the 15th
to complete your regular on-line registration before the $25 late fee kicks
in. Late registrations received by mail after 2/15 are also subject to
space available.

Dear fellow Hanoverians:

Plan now to join the Hanover Open Space Committee during February?s school
vacation week on Wednesday, February 17th at 1 p.m. It will be a great
opportunity to understand the new trail map, see your CPC funds at work, and
get your kids out on the trails in a safe and fun way.

The group will walk out and back on the Colby Phillips trail. The hike
starts at the trail entrance on Whiting Street. Parking is available across
from trail head at the Hanover Middle School.

The first stop will be at the bird watching platform, approximately ½ mile
in from the trail head. Walkers can turn around here, or continue the
entire trail length to Circuit Street, ending at a quaint family cemetery.
Limited on street parking is also available at this end for anyone that can
drop a car in advance of the hike. The out and back hike length is
approximately 2 ½ miles of flat, scenic, wooded walking. There is one bridge
and a series of boardwalks with stairs on the hike.

In case of deep snow, feel free to bring snow shoes, and the hike will be
modified according to participants. Please send an e-mail to

informed of all Hanover Open Space news.

In the meantime, mark your calendars for March 20th at 10 a.m. to explore
the French’s Stream trail and open space abutting the King Street Recreation
Complex project.

This year at Hanover High School’s Science Fair there will be approximately
100 excellent student projects that will be judged by members of the Hanover
community. The fair is (perhaps today as you read this!) Thursday, February
4th. Judging is from 2:00 – 5:00 p.m., and if you have knowledge of the
scientific method and would like to help, please see Patrick Newton at the
judges’ table upon arrival.

General public viewing will be from 6:00 – 7:00 p.m. Please come see the
hard work and time Hanover’s students have invested into their projects.
